High Bishop

High Bishop is a title used by the leader of the Church of the Saviour. He is the highest religious authority in all of Veneficia. Since its founding the Church has been trying to expand their political authority and power, but many secular rulers oppose that idea.

Requirements

The same as priests and bishops, only men are allowed to be High Bishops. To be even considered for the office one must be a bishop. Regular priests are not allowed to be even candidates. The Touched also can't be High Bishops as they aren't part of the clergy.

Appointment

High Bishop is appointed by a congregation of all bishops known as the Assembly of Light. As all bishops are equal, everyone is allowed to present a candidate. In reality, however, participants of the assembly gather around the most powerful and wealthiest bishops who put forward their candidates.

When the new High Bishop is chosen, he is presented to the pilgrims gathered in Saviour's City. Usually, he delivers a speech to the people. However, this isn't mandatory.
