Amoth Ruling Counsel
The Amoth Ruling Counsel is comprised of the leaders of each of the five Districts of Amoth, as well as the Overlord of the Earthen Tower.
Structure
Each of the members of the Counsel stands on equal footing, with each carrying equal power within the group. The only one among the six to be given any kind of a higher standing is the Overlord, who is called upon to step in should one of the representatives of a given district be unable to attend a session, settle matters that crop up between districts, and should a stalemate of voting occur, be the deciding vote. Besides this, the title is mostly an empty position that carries no real true elevation above the rest.
The Representatives meet publicly every month to discuss ongoing events throughout the city, decide on matters of state, trade, and law, as well as settle any outstanding complications between the five districts. Outside of these publicly known meetings, each Representative may call upon one another to discuss or settle matters between their given districts at any time, usually to settle legal issues.
If any threat that arises to threaten the entirety of Amoth, they would also be called to determine the best course of action to defend the city and all its inhabitants.
