The Velvet Room

My name is Igor... and I'm delighted to make your acquaintance. Welcome to the Velvet Room!
This place exists between dream and reality, mind and matter, and it is a place wherein only those bound by a contract may enter.

Purpose / Function

The Velvet Room was built by celestial designates of the god Enaldir to house those too dangerous for the Multiverse. These include criminals who have attempted to extinguish entire planes of existence (currently including the soul of Loki), aberrant creatures hailing from the Far Realm, and individuals who sought to upset the natural balance of reality.

Architecture

The Velvet Room is often described as "the ultimate panopticon", a place where any and all is visible from the central cell. Its heart - the place where Saklas was imprisoned by the Extraplanar Supreme Court in the mid-700s - contains the source of the sublayer's very power.   Despite being known as The Multiverse's greatest prison, the Velvet Room is adorned with elegant rugs and tapestries of blue velvet to complement the stark masonry of the structure. It provides the whole of the sublayer with a haunting glow, as the prison's blue sheen is the only thing that casts light throughout the entire area.

Tourism

The Velvet Room is used as a tourist destination for many of the Multiverse's most affluent denizens. These folks are taken on a guided tour through the lowest-security parts of the prison (furthest away from the Panopticon), where they can view the feral menagerie of criminals.
