The House of Security for the Secrets of the Protectorate

Unorrea is a world a magic and sorcery, a realm of monsters and heroes, a plane of darkness and evil with the good and righteous Forces looking over everyone. Many of those monsters, those evil villains who have succumbed to the darkness have inspired tales of dread and fear throughout the world. Stories that leave grown men shaking in the night. The Black Hunters are one of them.

Public Agenda

On public record, their only goal is to ensure and enforce the proprietary rights of the inventions, logistics and other properties of the Protectorate. One could easily equate them to a massive insurance company for the assets of their government.

However, behind closed doors they are a band of spies, assassins and black ops marines working on the Protectorate's billet to protect the Protectorate's interest domestic and abroad. Over the past four hundred years they have cultivated an expansive network of spies and informants across the globe, and they have an enormous operating budget.

The Admiralty Board has given the agents of the Black Hunters what they call La Licencia Gratis. This License, as described by a disavowed member of the Hunters in an interrogation with the Greshan military:

It's the right to defend our laws, by breaking them. To safeguard secrets, by stealing them. To save lives, by taking them. To do whatever it takes to protect our country, her colonies and her property.

Officially, the Admiralty Board denies the existence of any kind of organization called the Black Hunters or any other similar organization. Any agent that is captured, or any operation of theirs that comes to light is publicly and officially declared an unsanctioned operation carried out by an extremist element within the Protectorate.

obviously no one actually believes that, but so long as the Protectorate denies any associated to the group, and disavows all of its known and captured agents, the other nations of the world don't have any legal ground to seek reprisal or press the matter.

Assets

The Black Hunters are the most well funded paramilitary organization in the entire Protectorate, and possibly the world. Each of their agents are given he best gear available, and further more they are provided experimental equipment as well.

Worldwide the organization has perhaps 1200 active agents, with twice that number on reserve and several times over that number in correspondents, attaches, informants, safe houses and more.
