Chrailis - Commonly Known History

(this takes up from the GM files from the History or Chrailis. Parts have been redacted to harm those most needing to know.)   As the city and Houses grew, so did the need for typical city features. Many in Chrailis have no direct linage to the initial 37 Houses. The Aristocrats tend to keep to themselves, though they may bring others in to marry, they don’t tend to cavort and create bastard offspring.   The laborers were the first to really start increasing in numbers, but then the merchant class started. Si’Nassa initially did her best to draw others in from other lands. She tended the humans and elves in her vicinity, and then made a refuge for several other races. She taught some of the more powerful spell casters how to create world gates early on to other cities, but then thought better as the 13 Deities starting making too much of a presence in her city.   By year 350, the town was growing, immigration was growing, and the merchant class was growing. Local banks started popping up.   By year 450, Si’Nassa had shut down most immigration. The Arcane Guild, which started as an extension from Brynthia, became a separate entity. In the early days, there was a rift in the guild and some of the senior members left to form the Alchemical Guild.   The Aristocrats around this time started the Chrailis bank. Its sole purpose was to collect taxes and create a monetary unit – basically a kind of treasury. The remaining banks eventually merged into two banks. One bank now focuses more on merchants, temples and commoners, while the other bank focuses on the elite and the Arcane and Alchemical Guild.   Chrailis Central Bank – the treasury. They pay the wages of the Ivory Shields and fund basic public works in the inner tiers. The Ivory Guard also contains the magistrates and they collect fines and fees. The tribute barge’s goods of metals and gems is usually dispersed through the Ivory Shields pay into the city. Somewhere below the south side 3rd tier are the dungeons. It is here that the magistrate incarcerates the hardened criminals. The Central Bank also takes care of about half the funding of the Rangers, often times more interested in the Ranger’s activities further out rather than just outside Chrailis.   The River Bank – more of the commoner’s bank. They handle many of the public works in and around Chrailis. Established merchants pay a small tax for their store fronts, and this bank collects that tax and helps spend it. It operates from a council of merchants and civil leaders. They also collect docking fees along the river, gambling house taxes, etc. They operate 4 major arenas which host the 2 main city sports (undetermined at this time). Intake from those also go to the general fund. Revenue also comes from any public place which charges admission, a few toll bridges, etc. This bank funds the majority of the City Guard. The Rangers also receive about half their funding from the River Bank and local communities wishing to have a great presence. (there is no protection scheme involved.)   The 4th Tier Bank – or just Bank of Tiers (Tears), caters mostly to the richer more elite crowd. They fund most of the public works from the 2nd tier to the 5th tier as this is still where the upper class lives. They also take care of some roads, though many roads fall to the River Bank. Much of their income comes from fees into the Arcane and Alchemical guild, library fees, and a wine tax. Additionally, any business which sells narcotics (not alcohol) must get their license from this bank. Thought they only control one group of the Stone March, they handle the pay for all 4 groups.   It should be noted that many merchants and title owners take care of basic upkeep of the roads near them – this is just a general practice. In fact, failure to take care of a road touching one’s property which results in injury or personal damage can result in fines and suits.   The three banks form the Banking Triumvirate which from them all city planning and funding occurs. Each of the Houses has a member on the board of directors and the leader of the board is always a ranking House member from one of the Houses.
