There are Crown and barony level taxes; barony level taxes are (generally) flat amounts levied on land-holders based on how much land they own and what they land is used for. For example, the tax amount for farmland is less than the tax amount for a large estate in a major city. Some baronies also have a multiplicative effect on these taxes, to discourage land hoarding. The Crown taxes the baronies themselves, in essence taking a portion of the taxes the baronies collect, with a progressive tax structure. The idea is that this progressive structure 1) keeps the baronies from gaining too much power via too much wealth 2) encourages the baronies to keep their tax rates reasonable. These taxes are collected by the Cormyr Internal Revenue Service, which is well known to be staffed with Way of the Auditor Monks. Unless their is a prior understanding with the Crown, barony level taxes are due during the month of Ches; if the money isn't in the treasury by the 30th, then the barony is late and begins to accrue fees.
Most baronies have laws that dictate that if the land is otherwise unclaimed and someone occupies it for some period of time, they are considered that land's owner and are therefore subject to taxes. This has created a few instances throughout history where entities such as dragons were subject to tax; usually aid was requested from the CIRS to collect. In another odd turn of events, because dragons general occupy land that is worthless to most humanoid sapients, dragons are taxed very little.
Infrastructure
When a ruler dies with the heir apparent under the age of adulthood, a council is elected with a representative from each region. Any land-holder can vote, but only nobility can run- typically second or thirdborn children do. Other members of them royal family are not eligible for the council.
