Zabar
Qualifications
The Zabar rank is given to those who have shown great commitment to the Vaviel Empire. Their loyalty is beyond question and their leadership is extreme.
The rank of Zabar was created after the War of Dissolution. The need for personally vetted leaders arose from the ashes of the Vaviel Empire's demise, nearly one thousand years ago.
Requirements
A Zabar can only be selected from citizens who have proven themselves in combat, as well as social endeavors. No less than 1,000 character witnesses must attest to the loyalty of the candidate in question.
If at any time, during the tenure of a Zabar, 300 witnesses question the loyalty of the Zabar within a 1 year timeframe, the Zabar will be immediately executed, by the Spear of the People. The region, or city, will then fall under the direct control of the Exalted Zabana.
Duties
The Great Zabar is tasked with enforcing the rules and laws of the Vaviel Empire in whatever province or city they have authority over.
Responsibilities
Grounds for Removal/Dismissal
Dismissal of a Great Zabar is extremely rare. The Exalted Zabana would need to lose all trust in the very same person that they personally appointed. Such a lack of judgement could endanger the position of the Exalted Zabana.
Removal of a Great Zabar is far more common. Every Great Zabar is responsible for their city/region's adherence to the values of the Vaviel Empire. It only takes 300 citizens voicing concerns about thier Great Zabar to have the Zabar executed and replaced. While this might seem extreme, the Vaviel Empire is dedicated to protecting their culture and the people within their borders.
Past lessons have taught The Vaviel Empire that questionable leaders will lead to their downfall.
