The Queen role came into being when the need to create a leader for Highlands became obvious, you couldn't have people to control and not have the direct control of the company. So a being born and in control of the ark was needed to give a spiritual faith to the mass.
Cultural Significance
The entire city is always praying, giving offerings for the good of the city. Life could be taken away if she and the land where not happy. This is the reason for any killing of the people, that they threatened the city and the ark through the queen sees all but she also gives a blessing of The Passing.
