First Servant

Title of the leader of the Servants of the state.

Requirements

While there are no formal requirements for the role, it is highly unusual for someone to be considered without:

• 200 years experience as a Branch in the Servants.
• Several decades as Root of another branch.
• A track record of delivering for the Council.
• Having been honoured in the Eternal Flower Ceremony multiple times.

Appointment

As with the appointment of other Roots, the High Council chooses from a shortlist of candidates and presents this recommendation to the monarch. The monarch formally appoints the First Servant in a short ceremony with only the monarch and Servants of the state present. The First Servant is presented with a badge of office which is grown from Ironwood and features the Silma crest. The name of the First Servant is worked into the design of the badge and a new one is created for each new appointee.

Responsibilities

The First Servant is the Root (leader) of the Support Tree. As with other Roots, their primary responsibility is running their Tree and reporting to the High Council. As the Support Tree looks after taxation and how money is spent the First Servant is responsible.for reporting on the Kingdom's finances and proposing budgets for the council to approve. They are also responsible for auditing the other Trees and the royal finances.
In addition to their responsibilities as head of their Tree, the First Servant is also tasked with making sure the Trees work together to achieve the council's aims. They chair meetings between the Roots and make the final decision when two Roots can't agree. If a Tree is underperforming or failing to deliver what the council wants then the matter is brought to the First Servant who is expected to deal with things swiftly.

Fame/Noteriety

The First Servant is barely known about outside of the Council, Servants, and nobility. They don't appear at public ceremonies in any formal capacity and even when they are awarded new honours for their service these tend to be in private, or with no mention of their role. Despite the lack of fame, it is well known in the council that the best way to get things done is to get the First Servant on side.
