220 / 06 / 20 - Theft of Medicine

Since the plague of 124 the council has been purchasing medicine that can be used to treat such afflictions from the Mallory Centre for Healing. While expensive, the purchase of these potions and the increasing supply held by the council are considered a sensible investment in the future health of the people of Chirin. Sadly it appears that there may be those who are seeking to profit by secretly selling off of some of the council's stockpile. A recent review of the council's stock of potions revealed some inconsistencies between the numbers purchased, used and stored. Further investigation showed that there were too many potions in storage and after consultation with a neutral party it was determined that some of the potions were fakes.   Several theories have been presented as to how there could be fakes amongst the potions. The first is that the healers from the Mallory centre were attempting to exploit the council's concern for the citizens of Chirin and providing imitations. However this does not explain why there are too many potions. The second and more plausible theory is that the fakes were introduced as part of an elaborate theft, substituting real potions for fakes and then selling the real ones. This explains both the presence of the fakes and the number of potions as several crates of potions were recently recovered from a warehouse in East Bank.   Usually investigating such matters would be left to the Inner Guard, but evidence discovered along with the stolen potions implicated a senior guard officer. Although the majority of the guard are doubtless without fault in this matter, in order to prevent any bias or hint of impropriety an investigation will be carried out by an independent group appointed by the council.
