Team Relic

Team Relic are a group of criminals who mostly seem to commit eco-terrorism. They have no qualms about mass destruction to accomplish their goals, and the Rangers advise all law-abiding citizens to steer clear of them.   Team Relic is primarily composed of foot soldiers, using Pokémon with inherent hierarchy to aid in this. There are several sub-groups of foot soldiers among them, the most notable divide is that the foot soldiers are starting to be informed of the Great Goal, making them harder to diplomance. The Team has two functional leaders: A grumpy but honorable swordsman named Sinclair who grudgingly serves as the field commander, and a mad scientist with a loose grasp of morality named Dr. Romero. Romero has his own portion of the grunts who agree with his loose morality and willingly work directly under him.   Show Spoiler
The Pokémon rangers have been infiltrated by a large amount of Relic foot soldiers, who use the image of Pokémon rangers to sway public opinion. They can also claim "We, the rangers, have this handled. You can leave." in order to prevent parts of their organization from getting caught by actual law enforcement. Finally, Team Relic's second executive is in one of the highest ranking Rangers in the region.

Structure

On top of everything is the Leader. His name will not be displayed here, but he is the man with the plan. The leader is the one who formed the organization and the one who drives it forward. He assigns missions and goals to the Administrators.
The organization has three Administrators, each masters in their field of expertise and therefore in charge of most missions that require their skills.

The vast majority of Team Relic are foot soldiers with varying degrees of capability. Usually organized amongst themselves in a simple strength based heirarchy.
The low-level Grunts have access to Poochyena and Nidoran, with some also choosing to pick up Bergmite, Horsea, Fletchling, or Trapinch.
After staying in the organization for a while, most grunts will specailize into one type of disaster or another. These Elite Grunts have Nidorino and Mightyena, as well as a few Pokemon from their specialization.
This includes Seadra and Gyarados for Tidal, Hippowdon and Vibrava for Tectonic, Avalug and Beartic for Avalanche, and Fletchinder and Magmar for Wildfire.

Public Agenda

Active Goals
The goals of Team Relic include causing environmental disasters to raise awareness of climate issues and remove those who would damage the planet. They also do general crime to enable their main goals.
  Final Plan
The Leader intends to release a legendary Pokémon with a mythical hatred for humans, causing the end of the world and leaving only his environmental group. To do this, he is creating specific disasters to mimic the Pokémon's legend and make it try to escape.
  Complication
Unfortunately for him, the legends were made out of fear. The Pokémon doesn't hate humans any more than a white blood cell hates a red blood cell; It was responsible for consuming harmful energy like radiation, but the people saw it eating everything and fear took over.
  Worse
Even more unfortunately, part of the legendary Pokémon's restraints is a different legendary creature, and this one is absolutely able and willing to kill every last living thing.

Assets

First are the skills of the Administrators: The Swordsman Sinclair is a master fighter, able to defeat most enemies in single combat. The Shapeshifter ??? is a skilled infiltrator, adept at lying and convincing people of things that are beneficial to the organization. The Scientist Romero is clinically insane, but is nonetheless a capable inventor and engineer. He is also a medical doctor, but nobody wants to go under his knife for some reason.   Second are the buildings, settlements, and mobile bases the Team lays claim to. Hidden bases are scattered across the region, notably in Quefkal, Straxton, Dorshgum, and Guepi cities. Romero is in possession of a sunken ship that he repurposed into a troop transport, for both Team Relic members and captive wild Pokémon.   Third are the people. Team relic has moles in the Ranger organization, and most publishing companies. They use these plants to get information and to make things public. There are also a number of captive pokemon that the organization uses to cause chaos, damage infrastructure, or mimic natural disasters.
