The Stranger

A mysterious person with long, red hair. He appeared on the water outside Verlio City, directing the tides of Shuppet that attacked during the Conference. When questioned by Jace, he complained about people being savages, and falling out of the balance. His voice was hoarse, he hovered slightly above the water, and he stated that if Jace maintained his path of caring for everyone, he would eventually find his name.
He returned at the Doctor's next conference, in Jaslow City. Here he watched from a window as men with spiritual hands emerging from their bodies attempted to drain the energy of the attendants. His attack was interrupted by a different, unrelated terrorist attack, and so he peacefully retreated. When Jace investigated the house the stranger had used as a viewpoint, he looked through his Phantoon badge and discovered huge, circular footprints. When he looked directly at the stranger with the Phantoon badge, all he saw was darkness.
The Stranger also made an appearance outside Kalfkeen City, right before Dr. Romero's machine tore a hole in the sky. The tear seemed to bother him, and he vanished almost immediately. Before that, though, he was even more insistent then last time about how the balance needed to be corrected.
