Admittance

The ranks of Carta are filled with low dwarves who find themselves without purpose or usefulness in their community, rejected by their peers, and left with no other options but to turn to a life of crime to survive. In the harsh and unforgiving world of Dust Town, where opportunities are scarce, few dwarves can resist the allure of Carta when it comes to securing their livelihood. For these desperate individuals, the criminal organization becomes a means of survival.  

Perks

With Carta as your group’s patron, you gain the following perks.  
  • Assignments. Anyone can work for Carta for smaller job. But more important and dangerous jobs are kept to their members and trusted allies. Of course even for trusted member, Carta still keep 15% of the profit.
  • Contraband and fences. Most places where you can find Carta, you'll also find smugglers and contraband, those businesses will always agree to sell you goods if you're part of Carta. Those bandits will also buy you stolen goods, illicit goods and expensive items such as works of art and Magic items.
  • Safe Houses. The Dust Town is controlled by Carta, and can serve as a hideout.
 

Base of Operation

Carta main base of operation is in Vul Darum, in the lower part known as Dust Town. It is Carta's most important quarter. But their leader, Prison 13 lead the organizaion from her cell in Revel's end.  

History

In the last millennium, Carta and its activities have grown to pose a significant threat, even to Vul Darum itself. The bold actions of the Dwarves of Carta during the Draco-Giant War, where they fearlessly roamed the streets of Vul Darum, engaging in extortion and intimidation of merchants in the Commons, marked a turning point. Specializing in smuggling various illicit goods, including ores, surface goods, Vul Darum exports, weapons, people, and slaves, Carta established a formidable presence in Val Darum. They extended their reach to influence the affairs of prostitutes, and beggars while also profiting from fixed gambling games and contract killings.   Despite their flourishing illegal enterprise, Carta's members remain desperate and prone to violence. The lack of a strong leader to temper their actions has resulted in a disregard for dwarven honor, leading them to break their promises, betray allies, and abandon deals without hesitation.   In the aftermath of the Draco-Giant War, Carta's influence has extended into other mountain cities. While they may not operate as overtly as in Vul Darum, their power remains one of the most prominent among criminal organizations in these cities.  

New leader

Prisoner 13 is a dwarf named Korda Glintstone. Prior to her incarceration years ago, Korda was a member of Carta, an underground organization in the ice-peak concord. Korda built a network of informants and agents, ostensibly all to the benefit of Carta. With each success, she paid tattooists to inscribe a memorial of her triumph onto her skin. Using ancient rituals, Korda infused many of these artful etchings with magic.   Korda grew too ambitious for her role as an agent, so she devised a plan to take power for herself. Over five years she took careful stock of Vul Darum’s wealth and, in one fell swoop, used her network of lieutenants to steal away most of the city’s gold, leaving only a pittance.   With that feat and wealth, she secured her positon as the new leader of Carta. However House hardheart discovered her. They rounded up her agents, who either fought to the death or were executed. They captured Korda and interrogated her, but she never revealed the location of the stolen fortune, even under magical compulsion. The Axebreaker dwarves used their influence to have her sentenced to life in prison at Revel’s End. This played right into Korda’s hands, since she had made copious enemies who can’t move against her while she’s incarcerated.   Korda, now known as Prisoner 13, prepared for her imprisonment by laying the groundwork for a Carta's network, which cost her much of her stolen fortune. She now runs her operations from the prison. Using her magical tattoos, she telepathically coordinates agents throughout the ice-peak concord and beyond, none of whom know the identity of their employer. As for what remains of the stolen Axebreaker wealth, it rests in an unmarked vault in the depths of Uldaman, sealed by a magical lock that only the runic sequence tattooed on Korda’s right hand can open.  

Death of the leader

Cultists of Vecna swarmed the prison where Korda was held, abducting her and torturing the leader of Carta for information. Ultimately, they killed her, leaving Carta leaderless and forcing the organization to swiftly reorganize. As a result, Carta now harbors a deep grudge against the Cult of Vecna, vowing to retaliate.
