Covens of Strands

These are the international organisations for the different strands of Magic. Although only ten are recognised by the League of Magic there are actually several others that wish to be recognised and permitted to join the Council of Strands.
The members of the covens elect their representatives for the council, who is usually also their leader, every five years and these are staggered so that the council can always function.
Membership of the covens is determined through an individuals ability to use that form of magic. Although an individual can have multiple magical aptitudes it is only permissable to be a member of one coven at a time. 

Covens act as a way of representation for the users of different strands of magic as the Council of Strands allows the some of the covens to have a say in international governance to protect their own interests the covens that are not recognised are unable to protect their own interests. 
The concept of the international covens as given by the League of Magic has also been criticised by some as it has allowed certain types of magic to be forbidden. The recognised covens, who need the recognition of all states, are reluctant to force states to revoke their bans on specific forms of magic. 
For these reasons, though the covens are useful for international governance, they are also unable to do the work required.
