Leosus Federation joins the Hyperion Federation

Leosus Federation joins the Hyperion Federation. The Federation promisied to repair their ring world. They were also having overpopulation issues - and needed to find more ring worlds to inhabit (they evolved on the ring world conditions). The Federation recently proven they have this ability when they constructed their Dyson sphere.
