As charismatic as he is dishonest, you can't trust a single thing that comes out of Ilias's mouth. Ilias's owns the streets and wants to take that power and wealth as far and it can go. He is a believer in Phenax and has no problems taking jobs and orders from the High Priest of the Society of the True Thread. From the outside, he looks like a charming fighter, but those who know him know exactly how dextrous, slippery, and deadly he truly is.
He grew up an orphan on the street but unlike some, he was perfectly content to stay there. Fancy parties, aristocracy, winning over the higher-ups, that life does not suit him. Undermining them, seeding distrust, and crumbling organizations from the shadows, that's the life for him.
