Hostile Anomaly Vigilance & Operations Commission
The Hostile Anomaly Vigilance & Operations Commission (HAVOC) is an American anomalous, magical, and metahuman threat deterrence intelligence organization based out of Colorado Springs, Colorado, USA. HAVOC gained substantial influence and power during both World War I and II as Washington's premier metahuman and supernatural arm of government. Despite being US-based, HAVOC operates anywhere the US military has bases and unofficially has operations where Washington does not have troops.
HAVOC does not mean anything, it was founded by Washington in secret to study and understand magical, supernatural, and superheroic events, items, and people and coordinate them in a way to secure US interest both domestically and abroad.
It was HAVOC who performed extensive studies and programs on US citizens to understand how Magic works and its relation to madness and sadness, identified certain psychological and physical keys or factors in groups of people and then used political, economic, and social devices to group these people, creating hotspots of highly concentrated magic, which is the cause of all modern day US magic users. All of this was done under direct orders from Washington.
It was HAVOC who raided magical artifacts from Japan at the end of WW II, as well as raiding magical artifacts and information from literally every single country the US has ever gone to war with. American magic is highly technical and a mix-mash of other magic types from all over the world. The Director of HAVOC is Cyprus, an immortal magician who would describe himself as a patriot and his work as serving his country with honor and distinction.
HAVOC is widely distrusted on the international stage for a myriad of reasons. Their primary mission is to identify persons of Interest (POI), determine POI threat to global security via their HAVOC THREAT ASSESSMENT MODEL (H-TAS), monitor and develop countermeasures and deterrents to dangerous POIs. Today, they have, via Executive Orders from the White House as a result of public opinion, ceded most, if not all, psychic operations to the World Agency for Psychic Integrity and Defense (WAPID) and no longer engage in Magical operations, forced to leave such matters to the Grand Iroquois Confederacy (ICON) or work with them on joint missions. Considering HAVOC's long history of abuses to Natives in North America, ICON and HAVOC rarely do joint operations and regularly still have not-so-friendly engagements with each other.
Despite all of this, HAVOC primarily serves the White House and the United Nations Global Security Council (UNGSC) with their H-TAS, which is a sophisticated system to measuring the ability (the innate, external, or augmented power of the POI. It measures what they can do—not whether they will do it.) of a POI and their capability (evaluates the likelihood of the POI acting against the interests of global peace, public safety, or planetary integrity. It is calculated using a proprietary behavioral model). The results of the H-TAS are normally Western-centric and biased towards the US and must be adjusted, but an H-TAS score is an excellent starting point used by the UNGSC.
Structure
- Director-General of HAVOC (DG-HAVOC): The supreme leader of the organization. Oversees global threat assessments, approves CODE BLACK protocols, and dictates the strategic direction of all magical, metahuman, extraterrestrial, and esoteric countermeasures.
- Deputy Director-General of Field Operations (DDG-FO): Oversees all active field deployments, including threat interdiction, blacksite command, asset recovery, and dimensional conflict engagement. Commands all HAVOC Response Teams worldwide.
- Field Commander (FC): Oversees regional HAVOC operations, leads major raids, and supervises Psi-Ops and Arcane Assault Teams. Commands local cells and coordinates with international defense partners.
- Deputy Director-General of Containment & Research (DDG-CR): Controls all black sites, containment protocols, and the HAVOC Arcane & Metahuman Research Division (HAMRD). Manages scientist-magi and esoteric analysts.
- Containment Protocol Officers (CPO): Supervise the physical and arcane incarceration of high-threat POIs. CPOs maintain and update H-TAS records in real-time and initiate lockdowns during surges.
- Chief Warden: Commands HAVOC’s maximum security facilities and CODE BLACK prisons (e.g., Fort Olympus, Site-Zero, Vault-43). Manages wardens, psy-barriers, and magical anchoring units.
- Blacksite Director (BSD): Each HAVOC installation has a BSD—responsible for facility security, research management, and threat response. Reports directly to the DDG-CR.
- Deputy Director-General of Intelligence & Surveillance (DDG-IS): Responsible for all global data-gathering, scrying networks, psychic surveillance systems, and multiversal mapping. Maintains the Astral-Earth Psionic Monitoring Grid (AEP-MG) and the Thaumaturgical Archive.
- Threat Architects: Builds predictive threat models based on AM and CM matrices, magical volatility indicators, and extra-dimensional rift activity. Think of them as strategic doomsday analysts.
- Deputy Director-General of Strategic Policy & Diplomatic Oversight (DDG-SPD): Liaises with international governments, the UN Metahuman Rights Committee, and magical sovereign states like Camelot and Yoit. Also, it oversees narrative control, disinformation campaigns, and public obfuscation.
A former sub-division of HAVOC, the United States Office of Sorcery & Magic (OSM) was the federal authority for magical threat response, arcane regulation, and domestic sorcerous operations. Headed by the Chief Thaumaturge of National Arcane Security (CT-NAS), the OSM served as both a regulatory body and an operational command for state-affiliated magicians and covert magical assets.
Stated Magicians (STAM 01–50)
Also known as the United States Sorcerers (USS) — e.g., USS Texas, USS California.
- One assigned per U.S. state.
- Operate as public-facing, federally sanctioned agents under the joint authority of the OSM and the President.
- Bound by jurisdictional charters that allow regional engagement with local governments and magical communities.
- Restricted from international deployment without direct presidential authorization.
- Served as the official magical representatives of the federal government.
Unstated Magicians (UUM)
- Black-class operatives—unofficial, unstable, or unsanctioned.
- Often created through HAVOC’s trauma-engineered magic programs or recruited from foreign magical traditions, including defectors from ICON.
- Used in deniable operations: off-the-books containment, arcane assassinations, or magical WMD sabotage.
- Operated globally, without presidential oversight.
- Maintained through soul-binding contracts, magical deadman switches, and constant metaphysical surveillance.
- Considered disposable assets, many of whom suffered severe psychological degradation from long-term magical exposure.
Facility for Magical Instability and Dissociation (FMID)
Black Rock Desert, Nevada
When a magician became mentally unstable, uncontrollable, or functionally broken from the rigors of magic, they were transferred to FMID — an arcane asylum hidden in the Nevada desert.
- Located within a magical deadzone where psionic-null minerals suppress all spellcasting.
- Serves as a final holding site for former operatives, particularly the unraveling or “expired” Unstated Magicians.
- Most residents exist in a semi-catatonic or dissociated state.
- Officially categorized as a medical and retirement facility for decommissioned magicians.
Rumors persist—despite official denials—of underground wings used for:
- Sympathetic memory transplants
- Metaphysical neurosurgery
- Soul-echo extraction experiments
ICON has petitioned the UN repeatedly to investigate, but Congress has refused to declassify FMID operations.
Current Status
After the United Nations and Washington curtailed HAVOC’s role in global magical governance, ICON assumed most of OSM’s former infrastructure, including its charter and magical oversight authority. However:
- FMID remains under HAVOC control, operated as a “retirement facility” for defunct magical assets.
- Stated Magicians still exist, functioning as state-level magical auxiliaries, albeit in a reduced and regulated capacity.
- The Unstated Magician program was officially disbanded, but ICON believes many UUMs were never accounted for, raising concerns about covert deployments or magical experimentation still ongoing within FMID or other hidden HAVOC black sites.

Notes: Operates as a H-TAS processing site and monitors celestial anomalies in the Southern Hemisphere. Functions as a regional triage center for POIs before determining long-term containment or neutralization.
Cautious Interagency Parity with Conditional Oversight
- HAVOC and WAPID cooperate via the UN Global Security Council but are not directly aligned.
- Joint task forces are rare and require UN clearance.
- WAPID has veto power over HAVOC's deployment of psionic assets in international zones.
- HAVOC can still contribute threat assessments (H-TAS) to the UNGSC, but WAPID has final say on psionic classifications and containment methods.
Strategic Liaison Partnership with Restricted Autonomy
Though HAVOC is technically a UCE-aligned agency due to its UNGSC affiliation, INTERPOL does not formally recognize HAVOC as an independent or sovereign international law enforcement body. - HAVOC retains a presence in EMA territories, but only through joint task forces and under strict local magical oversight.
- EMA has full veto authority over HAVOC’s magical engagements in European jurisdictions via Grand Council Treaty Protocols.

Though EMA recognizes the strategic value of HAVOC’s H-TAS system and its rapid containment response capabilities, many Grand Magicians distrust HAVOC’s loose ethical standards and American-style militarized magic.
HAVOC sees the EMA as competent but ossified—an organization that prioritizes tradition and symbolic authority over efficient, decisive threat response. Despite this, HAVOC personnel frequently serve as field-level consultants during operations involving volatile entities or forbidden spellcraft, where American tactics, though crude, often succeed where ceremonialism falters.
Mandated Separation under Conditional Oversight
