The Watchful Order of the Dedicated of the Seawall

Structure

A rigid, military hierarchy structures the society, with individuals placed early on into the roles where they can most successfully contribute. Each of the "branches" of the society implements a relatively egalitarian system of meritocratic promotion, which is based on voting by those above, below, and equal in the chain. The system is designed to counteract any biases that may arise due to the number of different species comprised by the Watchers.

The family unit is overlain on this system as an additional, parallel hierarchy. Each individual's progress through the ranks of the family hierarchy primarily depends on the simple progression of time, and the individual's species. By the time an individual is "of age", they will have been thoroughly evaluated for aptitude, and will pause in family progression as they enter their career ladder. Most, but not all, eventually resume progression by producing offspring.

Public Agenda

The primary directive of the Watchers is to keep anyone from crossing the Great Seawall, whether intentionally or accidentally, from without or from within. This entails not only direct naval interceptions, but also large-scale manipulations of sea, air, and magical currents to reduce the likelihood of anyone even coming close to prohibited boundaries.

They exist to enforce the so-called "Dragomon Row Doctrine", which originally held that the Unseen Lands were not to be colonized by any nation or group from outside. By the time the Doctrine was codified in the Treaty of Dragomon Row, it had expanded to prohibit any contact whatsoever between the Unseen Lands and the rest of the world.

History

When the Treaty of Dragomon Row established the island chains of the Great Seawall as a permanently neutral buffer zone between the Unseen Lands and the rest of the world, it also provided for the creation of an independent, pan-civilizational paramilitary organization to enforce the terms of the agreement: The Watchful Order of the Dedicated of the Seawall. In time, due to their unceasing, unbending, unbeaten enforcement of the treaty boundaries, they came to be known as "The True Seawall".

Even though the specific kingdoms and nations of Human, Elves, Dwarves, Gnomes, and Halflings that signed the Treaty have long since faded into ancient history, (and no one knows what has transpired within the Unseen Lands), the Order of the Dedicated maintain their watch – and have grown to populate the entire archipelago of the Great Seawall. The Treaty of Dragomon Row has remained an inviolable fixture, taken as almost a natural law. Even after so long, no nation has ever once considered questioning its jurisdiction over them.
