Terran Alliance

Terran Nation

The Terrans are the humans from Terra, there are many other humans out there, but they left the planet long before it had this name. The Terrans are a people of conflict, they have endured much and this is reflected by their culture and customs.

Most of the Terran citizens are human, wether they be Terran or other humans, but there are still some small groups of aliens left, those that survived the Terran crusades.

Government

The Terran Alliance is ruled by a Secretary-General and a senate. They have divided their region of the galaxy into different states, each of which has a seat in the senate on Terra. Each of these states rules a group of planets, usually a main planet, with smaller colonies or settled planets around it. There are five hundred of these states, the biggest being the home state of Terra, which is also the biggest.

Their leaders are elected, from a local level, all the way to the Secretary-General.

There are also States-General, which are systems that are not ruled by any state, and are therefore governed by the senate directly.

Bureau's

The senate is the supreme ruling body of the Alliance, They make decisions that affect the nation, from laws to internal affairs. they do so with the aid of national bureau's, each of which has a distinct task and purpose. These bureau's are led by ministers.

The main Bureaus are the following

Bureau of Justice

This bureau is in charge of the law, they judge and sentence, as well as manage prisons, their job within the alliance is very important, and they are watched closely by the senate, because if this bureau were to become corrupt, it would spell the end of law and order in the whole nation.

Bureau of Finance

This Bureau is in charge of all monetary tasks, it makes sure the economy remains healthy, as well as making decisions about import and export tariffs, as well as taxes and many things like that.

Bureau of Armies

This is the bureau of war, they are the ones who execute all of the alliance's military tasks and needs, they train soldiers, and send them on missions, both defensive and offensive. This is another of the alliance's core bureaus. They manage all planetary garrisons and make sure everyone is kept safe.

Bureau of Internal Affairs

This bureau makes sure everything within the alliance happens smoothly and according to the law. They help maintain good relationships between senators, bureaus, and the governments of different planets. They are also in charge of apprehending criminals, wherever they are.

Bureau of External Affairs

This bureau is the one who deals with other nations, they are the diplomats and they arrange all international events, they go to other nations to bargain on behalf of the alliance, they never do so on their own agenda, but rather, with the instruction of other bureau's as well as the senate.

Bureau of Infrastructure

This bureau is in change of building and maintaining all governmental infrastructure in the alliance, they have branches in each nation, and they try to cooperate with each other at all times, but they focus their efforts on systems where it is needed the most.

This infrastructure includes roads, railways, space lifts, docking stations, and much much more.

Bureau of Education

This bureau is in charge of educating the youth, they are in charge of forming a well developed and effective curriculum, which teaches their population all they need to know to become successful in life in the best way possible for themselves, and the alliance at large.

Others

There are other bureaus, but those mentioned above are the main ones, and the most important ones.

Culture and History

The Terrans have survived much and lived, their species has faced near extinction and slavery. They have a strong sense of duty to their nation, to Terra, to the future, and to each other.
Their planet is a giant museum, there are many ancient ruins of their civilization, lost to the plague. And there are many new cities, those who were built by the survivors, many of them on the ruins of old ones, using their foundations to build something again.
This has given them a sense of renewal. They know they built on what was left behind, but they perfected it, they are the ones who reached into outer space, and got an answer, even though the ones who answered them came to enslave them.
They escaped that slavery with blood, sweat, and tears, and built an empire greater than any that had come before it.

Over Engineers

They know what its like to lose, to hold something, and have it fall apart, and this is why they have developed a culture of redundancies, things can break, because there are always backup systems. Other races, even other humans, might tell them that the things they built are over-engineered, too bulky, and complex, but when push comes to shove, most people will want Terran goods, because they will not fail.

Flag

The Terran flag is a tricolor. The top band is blue, representing Terra's blue seas and blue sky, as well as humanity itself, which has taken blue as their signature color. The bottom band is green, representing live, and Terran vegetation, and the middle band is black, representing their long and troubled history, as well as their battle with the plague.
The five stars represent the five Nations of Terra.

Plagued People

The terrans have been plagued by a strange disease for many years, it becan as an epidemic, one that wiped most of them out, but their species survived, and even though they never truly cured the plague, the carried on.

The plague in question effects people only once they have died. It revives them and turns them into mindless monsters, hell bent on killing anyone in sight.
The Terran society arent the only ones known to have become victims of this plague, but they are the only ones who survived it.

The plague has become part of their DNA over generations, and to cure it would require a complete reboot, which even with the most advanced of gene editing technology, is not yet possible. However, they have been able to change the disease. It not longer spreads by itself. It used to be airborne, spreading indiscriminately until everyone was effected, which was why it spread so fast and so easily, however, this is no longer the case, it is now only passed from parent to child.

The Mark

All those who carry the disease wear a bracelet. It monitors their vital signs and anything else that has to do with theirhealth. As long as they are under no health threat, it gives off a fairly pulsating blue light, but as soon as their life comes under risk, it changes. Minor dangers, ones that are not likely to become lethal, cause it to glow yellow, more serious threats are orange and start beeping. If the wearer has died, it turns red and emits a loud sound, one that lets people know to be on the lookout for the deceased, and to watch themselves.
