Nouli
Species
The Nouli are among the most populous species in the galaxy. They originate from the planet Novussant, which is also the current capital of the Galactic Republic.
The Nouli have a long history with the republic, having been one of its founding species, and having remained with it for almost its entire lifespan. Now, they are the most populous species in the republic.
Biology
Nouli have a similar biology to Terrans, although there are some defining differences in their organs and cellular makeup.
Appearance
Nouli are of short stature, approximately one meter tall on average, and they are well known for their fur.
Their hands are large in comparison with the rest to their bodies, and they have four opposed fingers, each of them thick, and with a sharp pointed nail at the end. Their feet are structured much the same, with two toes pointing forward and two pointing back.
Their mouths are round, and they only have eight teeth. They are placed inside of their mouth in a circle, they chop food into tiny bits before swallowing it.
Their fur comes in many shades, most common is brown, but it depends on the exact ethnic group they belong to.
Dimorphism
Nouli men and women are roughly the same height, but one can easily tell them apart by the shape of their bodies. The males have broad bodies, especially in the chest, shoulder, and hip areas, and they have a large amount of facial hair.
The females are much more slender, with six relatively small mammary glands in two rows on their chest and belly. They have little to no facial hair, but they have much longer hair on their heads, backs, and above their eyes.
Diet
They are omnivorous, and their natural diet consists of many small animals, as well as cultivated plants. Their current main source of food are a small type of domesticated instectoid, which they can easily farm in large numbers. They are often fried in fat, or stewed.
Reproduction
Nouli give birth to live offspring, usually one or two at a time. Because they are relatively small, they also grow up faster It takes themonlt eight years to fully grow up, at which point they undergo a hormonal shift. It is at this point that the men develop their facial hair, and the women grow their mammary glands, as well as their longer head hair.
Nouli women become fertile once a year, at which point they get a very strong drive to reproduce. The men get this same impulse during this time of year. It lasts for about a month. For the rest of the year the Nouli don't have a strong drive for reproduction.
They have since developed hormonal inhibitors, that limit this desire, as it often impedes their work productivity, others believe it is a natural urge, that can be safely satisfied without the need for hormone inhibitors.
Ethnic Groups
They are divided into three main ethnic groups: the original one, those from the homeworld, and those who left it in search for a new life in other parts of the galaxy. The two biggest of these groups diverged from the main group of Nouli many millennia ago, before the invention of the warp drive. They left on giant sleeper ships and ended up in completely new parts of the galaxy.
The groups mentioned here can be divided further into subcultures.
The Nouli Prime
Planet: Novussant
The original Nouli call themselves the Prime Nouli, they have since colonized large parts of their section of the galaxy, and even had their own nations at some points in history. The Nouli government served as a blueprint for what the Galactic Republic turned into, which is why they like it so much there.
The Galactic Republic is currently considered their nation, even though there are many other species living within it.
The Nouli Prime are primarily colored brown, with chestnut and red as minority colors.
The Nouli Prime are a notoriously conservative people, they pride themselves on adherence to tradition and moral customs. They take pride in their culture.
They are a notoriously bureaucratic people. They are known to have long lists of procedures and forms for just about anything, and their legal code is one more intricate and complex than any other, and has often been cited as the most well-developed in the galaxy. They take a lot of pride in these things, and often rub their accomplishments as a species in the faces of others. However, most of the deviant branches of their culture left their homeworld, precisely to escape this culture.
Besides just being conservative and bureaucratic, the Nouli Prime are known as hard workers, loyal, and dedicated to whatever or whoever they are employed by.
They have a passive dislike for most of the other Nouli Culture groups, seeing them as barbaric and uncultured.
Art
Prime art largely consists of calligraphy, map-making, and creating complex holograms. They take great amounts of pride in their forms of art, and having a good holographic display in or around your home is a true symbol of status.
The Bulan Nouli
Planet: Bulan
Perhaps the most well-known of the Nouli cultures, the Bulan Nouli do, and have always, embodied the exact opposite of the Nouli Prime. They took the act of leaving bureaucracy behind to its furthest extreme, and they pride themselves on their counterculture.
They left to escape legal procedures and bureaucracy, and instead just did whatever they wanted. They are the most successful autonomous collective in the galaxy.
Their legal code extends to a set of rules and guidelines they call: The Charter, which is enforced and maintained by the council, a group of elders which lead and guide them.
This Charter, and the council, lead not only the Bulan People, but all those who are members of the galactic cartel, or wish to do business in their territory.
Their fur is generally darker in color, with dark brown and black being the most common, but they are also seen in shades of grey and even dark blue and green.
The First Pirates
The Bulan Nouli, when they were traveling on their sleeper ship, experienced a malfunction in the cryogenic technology, waking all on board up from their sleep, and they were forced to spend the rest of the journey awake on board the ship, when they destination was still many hundreds of years away.
This forced the Bulan to become scavengers, thieves, and pirates in space, because their ship was not designed to support sustainable life. This was the start of Bulan culture, and when they finally arrived on their new planet, they kept their new culture, and over time, as they spread across the galaxy, they became the galactic cartel.
The Council of Bulan
The Council is their sole governing structure. It ismade up of retired Bulan pirate captains, only those who were most successful, and chosen by the council to join them in old age. The council makes sure the charter is adhered to, and punish those who violate it.
When an infraction is reported, the council orders the suspect to plead their case in front of the council. This gives them a chance to clear their name if they were innocent or had a good reason.
Sentencing
If found innocent, either because they had a good reason, this is called pleading the thirteenth, or if a suspect provides proof that the charter was not violated, the suspect will be free to go.
If found guilty, there are a couple of possible punishments.
Formal reprimand, this will stain someone's record, but it's generally considered not too bad. This happens if it is not a serious matter. They can also be sentenced to a public shaming, in which case their name will be denounced on public record. This might mean it becomes harder to get hired, but they are still allowed to do business in cartel space. The third option is banishment, which makes it punishable by death to enter cartel space again, which happens in more serious cases. The final option is the death penalty. This happens only in the most extreme cases.
If one is called to see the council for a more serious offense, and they fail to show up, they are automatically sentenced to death, and they will be hunted down and killed.
If someone does show up, it is not usual for them to be banished or killed on their first offense, unless it was really bad.
The Inquisitors
This is the council's personal special forces. They are the ones who hunt down and kill those who have been sentenced to death, and they will also be sent on missions to kill enemies of the cartel, or anyone else the council wants dead.
Art
Bulan art consists of metal works, and complex fur paintings, which they often use to make them look unique. They also have a great love for fireworks, and they produce some of the best fireworks in the galaxy, one of their very few legitimate exports.
The Thraxan Nouli
Planet: Thraxis
This group of Nouli landed safely, ship intact, on the planet Thraxis. They have since spread across the core systems. They no longer have their own nation, but they are now one of the primary species in the Queendom of Light.
They have largely been chased out of the galactic center of civilization many centuries ago, due to conflicts with other species in the area, but they are still a majority on their home planet.
Their fur is generally lighter in color, with light brown and sandy colored being the most common. But they can also be seen in shades of yellow and white.
Culture
They are considered to be rebellious in nature. They have a stubborn mind and an individualistic culture, but they are also seen as the more rational and reasonable of the Nouli. Where the Bulans might react zealously to anyone insulting the Charter, or the council, and the prime might look down on and scoff at anyone not filling out the proper form for buying their own spaceship, the Thraxen manage to keep a cool head.
They mind their own business, as long as no one interferes with theirs. They are disagreeable, but not unreasonable. This has given them the temperament to become excellent businessmen and merchants. But they are also often found in any kind of academic profession, and they are rarely poor or unsuccessful. Of course, there are exceptions, but compared to the galactic average, there are very few Thraxen Nouli living in poverty.
Lumin Citizens
They are often quite happy to live under Light, but they are bothered by the other species' zeal and religious devotion to her. They see her as a capable leader and a powerful ally, but they are not religious about it.
However, they are willing to fight for her in whatever way they can, because they know that as rulers go, they could do a lot worse.
Art
Thraxen art is all about self-expression, they primarily do this in the form of music and dance. Many of the galaxies most popular musical instruments are Thraxen in origin, and many are inspired by their skill on the dancefloor.
Other Cultures
There are a number of other distinct ethnic groups of Nouli, but they are small and often very integrated into one of the more major groups, despite an independent history.

Gin'Galod
Gin'Galod is an ancient Nouli person, one who is revered as a cultural icon by all Nouli. Some worship him as a prophet or demigod, while others see him as their most influential philosopher.
All celebrate the day he was born, although they calculate it differently, meaning that they don't all celebrate it on the same day.
This day is called Din Gin'Galod.
The Prime see him as the father of democracy and bureaucracy, they venerate him as a master of the pen, and they celebrate his day with government broadcasts where officials and ministers give long speeches, and eating and drinking.
The Bulan see him as the father of freedom, they believe he preached freedom from others, and the persuit of personal goals. They celebrate his day with parties, fireworks, and marches in the streets.
The Thraxen see him as their most important philosopher, they say he preached individualism and respect for others. They celebrate his day with festivals of music and dance.
