The Khanate
Structure
The Khanate is led by the Khagan with his Khans below him then things are muddied with authority overlapping shifting and changing depending on times, conditions and the will of the Khagan.
Public Agenda
To stand as a free Steppe and to never allow the remnants of the Iron Empire to stand again.

The horde, it's people, their strength and their weaknesses.
Demography and Population
Humans worked the Steppe in the hard years in the dirt, The Goliaths felt pity on them and joined in family to show the strength and endurance, The humans walked and hunted alone and slow, The Centaurs felt pity for them and hunted with the humans and taught them the art of riding, the Humans then as their gift brought the strength of the Goliath and the speed of the centaur and they were one. They were all then bound together against the hardship that comes from without as it is told.
Religion
Religion is not bound but hardship is respected. Strength, endurance and the desire to go on is the true way. These things are to be carried forward but trickery is detestable and few outside the Snake clan dare to worship those coward Gods.
Foreign Relations
They stand strong and are willing to deal with any but the hated Iron Empire.
Agriculture & Industry
Meat and hunting there is no more to be said.
Trade & Transport
The land is theirs and they survive without much trade but The Great Khan has expanded the trade of the Khanate and has made them rich. The horse is also king, no other creature is as valuable in the harshness of the wide Steppe.
Education
Their is no formal education in the Khanate but as the will of the Khans demands all must know how to read by 6, write by 8, ride by 10 and speak more than one tongue by 12. At 13 they are measured by that base and those that surpass in places are uplifted, carried upwards. Many are given the choice, no one is forced but if one does not act for the Khanate then they are lost.
Infrastructure
There is none to speak of however a semi-permanent 'Capital' is being set up and some docks are being tied to the land.

The Khans see most of the laws, their seconds can advise and act in their absence. Many talk to wise women and elders and other designated advisors to assist with the law.
