The Pentagramma Collective is a fleet and nation of pirates and criminals who have come together to profit, somewhere along the line they morphed from several nation states into a collective Timocracy of Captains acting as a republic. This has had a great deal of impact on the city states that used to make up the lower portion of the continent, and quickly absorbed them with it's wealth and power.
Culturally they are a chaotic society where laws are often case by case. Ruled by the heads of powerful families and a coven of Witches and moon worshipers, the whole country has a very loose and permissive culture
