Allied Assembly

The Allied Assembly is the ruling legislative body of the Allied Terran Systems.

ATS Assembly Hall

The Assembly meets on a heavily guarded orbital station that is locked in Earth's orbit, the ATS Assembly Hall. Only members of the Assembly or their personal retinues are allowed aboard the station, though non-sensitive Sessions are recorded and streamed on an open holonet channel to all citizens of the ATS. Sessions typically run biweekly for standard administration and average around 8 hours per Session.

Voting

Voting within the Allied Assembly is fairly simple. The Bill, Vote, or Motion is presented, examined, cross-examined, then the Leader of the Assembly puts it to a vote. The technology of the Assembly Hall allows the results to be immediately calculated and read. Once the final vote has been calculated, a simple majority is all that is needed for the motion to pass or fail. Should the unlikely event of a tie come to pass, the Leader of the Assembly receives the final say with their vote. It is uncommon for a Leader of the Assembly to vote in the majority of motions due to this and typically they withhold their vote until a tie-breaker may be needed and as a political "out" to preserve alliances or remain politically shielded from potentially bad decisions. It is a brave or foolish Leader of the Assembly that votes when not required.

One Planet, One Vote

Members of the Assembly, except for Applicants, each have 1 vote despite the size of their planet, planetary body, or population. This method has been both praised and criticized over the centuries but has been maintained. This means that the greatest weight an individual Planetary Governor can muster is that of their neighboring Planetary Governors and often their Regional Governor without being forced into diplomatic compromises. However, outside of Called Sessions, most Planetary Governors tend to remand their vote to their Regional Governor when they are not willing or able to attend a session themselves.

Called Sessions

Called Sessions are typically emergency votes to deal with specific situations. They tend to run shorter as the entirety of the session is dominated by 1 specific agenda item. However, where standard sessions are often emptier as only the Regional Governor are typically required to attend and vote on planetary matters, Called Sessions require the presence or proxy of each Planetary Governor. It is standard for Called Sessions to be called with a notice of a few days to a few weeks, but emergency sessions are allowed that tend to be populated by a majority of proxied holograms.

Call to Arms

Should the safety of the ATS be under threat, a Call to Arms Called Session is typically assembled. This motion is not technically required by law for the President to act, however it is considered a major anathema for major military action to be taken without a successful majority vote. Should it pass, however, it becomes a mandate for all planets and planetary bodies to dedicate the majority of their military and offensive capabilities to the one specific goal. As this can, and historically has, caused great unrest on the planets themselves and even left certain territories vulnerable to criminal activities, this is a heavy decision only enacted in dire emergencies. Typically, it is determined that the standing navy of the ATS is sufficient.

Vote of No Confidence

One of the most dire Called Sessions has historically been the Vote of No Confidence. This vote can be called, with varying methods, on any leader within the ATS and the Allied Assembly. This vote requires a majority of support, but if passes it both removes the leader in question from power as well as forfeits their ability to serve in a leadership position in the future.
