The Structure of the Great Houses
- Advisors to the Emperor: The Heads of Households of the Great Houses hold esteemed positions as members of the Emperor's Small Council. This council serves as the Emperor's personal board of advisors and confidants, offering counsel on matters of utmost importance. It operates separately from the Imperial Leadership Council, which deals with broader governance.
- Social Prestige: The Great Houses are considered royalty within the Imperium. While they are of a lower rank than the Emperor and his House, they stand apart from the rest of the Imperium's population, enjoying immense prestige and recognition.
- Mythological Origins: The roots of the Great Houses trace back to the mythical history of the creation of Miðgarðr. According to the records, God Almighty gifted the cosmos to Ursama-Adam and Yrsama-Eve, who gave birth to the First Men, the progenitors of mortal life.
- Loyal Seventy: Ursama-Adam initially fathered numerous sons, but after the Cradle Rebellion, only 70 remained loyal to him. It is this group of 70 loyal sons who form the foundational lineage of the Great Houses. An Imperial House is recognized by its direct lineage to one of these loyal 70 Sons of Adam.
- Imperial Houses: These are noble families with a direct lineage to one of the loyal 70 Sons of Adam. They enjoy the highest privileges within the Imperium and sit on the Emperor's Small Council, participating in the most significant decisions that shape the destiny of the Imperium.
- Regal Houses: Regal Houses, while recognized by the Imperium, do not receive the same privileges as Imperial Houses. They do not have representation on the Emperor's Small Council and operate with somewhat lesser status.
Public Agenda
In the sacred legacy of God's divine command, as bestowed upon the first rulers of Miðgarðr, we, the proud heirs of the House of the First Men, do declare our dominion over the expanse of the Universe. In accordance with the celestial mandate, 'Be fruitful and increase in number; fill the universe and subdue it. Rule over the stars in the cosmic sea, and over the myriad lifeforms that traverse the galaxies,' we pledge to extend our benevolent rule to every corner of this celestial realm.

Laws
- Congressional Proposal: The Imperial Congressional Body can propose a Reform with a 2/3 majority vote in both The Intergalactic Senate and The Council of Delegates. The Chamber of the Great Houses and the General Assembly can both vote in support or against the Reform, but their votes do not impact the success of the Reform.
- Convention of Systems Proposal: An intergalactic convention can be called wherein only Full Member Galaxy can move to propose a Reform. The majority of the Full Member Galaxies must have an agreement for the Reform.
Federal and Local Prison Facilities
- Imperial Prison Facilities: Imperial crimes, which fall under the jurisdiction of the IoM federal government, are subject to punishment in imperial prison facilities. These facilities are directly managed by the Imperial government, ensuring a unified approach to incarceration and rehabilitation.
- Jurisdiction and Sentencing: Imperial crimes encompass offenses that violate IoM federal laws, such as interstellar smuggling, cybercrimes, or offenses that have an impact beyond the boundaries of individual planets or systems. Offenders convicted of imperial crimes may be sentenced to serve their prison term in an imperial facility.
- Centralized Management: Imperial prison facilities operate under the supervision of IoM's Department of Justice and Corrections. This central authority ensures consistent standards, security protocols, and access to specialized resources for inmate management and rehabilitation.
- Local or Planetary Prison Facilities: Crimes that fall under the jurisdiction of member planets or systems are generally handled by local or planetary prison facilities. These facilities are managed by the government of the jurisdiction in which the crime was committed, rather than the native government of the offender.
- Jurisdictional Autonomy: Member planets or systems maintain their sovereignty over criminal justice matters within their jurisdiction. They establish and operate their own prison facilities to detain and rehabilitate offenders convicted of local crimes.
- Native Government Appeals: If an offender's native government believes that the trial and sentencing were unjust or seeks a more favorable ruling, they have the option to raise the case to one of the Higher Circuit Courts within IoM. These courts provide an avenue for review and potential relocation of the trial to the offender's native jurisdiction.
- Cooperation and Legal Consistency: IoM promotes cooperation and adherence to legal standards among member planets and systems. While each jurisdiction has autonomy over its local prison facilities, they are encouraged to align with the principles and guidelines established by IoM to ensure fairness, human rights, and effective rehabilitation.
Trade & Transport
The guiding doctrine of the Imperium when it comes to government is to allow the Imperium to run and govern itself, a well-oiled machine doesn't need the constant and steady hand of its operator, just the idea of it. Summa Imperatrix Judah the 27th understood this idea when her clan, Azuma Rhati, took control of the Imperium and reorganized it. This doctrine bleeds into the trade and transportation networks within the Imperium. Planets rely on other planets for goods and services, star systems rely on other star systems galaxies rely on other galaxies and the rings all rely on each other. This movement of goods and services gives the impression of the Imperium's steady hand which, in turn, creates the steady hand of the Imperium that strives to keep worlds fed and systems protected.

Crown, State & Faith
- Caladan Prime: Formal Capital of the Imperium, all Member Planets have an Embassay on Caladan Prime as proof of their sovereignty and membership.
- Isharaat Al-Arsh: A star system of 12 planets and was originally the central force of power within the Imperium for Al-Ayadi Al-Kubra. When the entire Imperium was reorganized, Isharaat al-Arsh became to very seat of power for the Imperial Congressional Body of the entire Imperium.
- Highgarden: The planet at the center of the Universe and Seat of Power for the Imperial Faith. The planet Jalal Al-Amal in this system is where Summa Imperatrix Judah the 27th was installed as the new Empress, recognized by The Imperial Congressional Body and her Clan, Azuma Rhati.
- Arigath: The ancestorial Seat of Power for the House of Kings, the former ruling Noble House of the Imperium before the Reclamation Crusades. Deemed Hallowed Land by the Imperial Faith.
- Vadrerth-348: House Yurievichi's Seat of Power, and by extension the Department of War's Seat of Power, is the planet Vadreth-348. It is a world that houses a Trans-Dimensional Space Engine allowing it to move throughout the cosmos as needed to conduct the Starguard.
- Davidsbane (Kachautania): Originally called Kachautania, the planet Davidsbane is where Summus Imperator David was slain by Dragon Lord, King Solomon Pendragon and where the Tractatus Salomonis (Treaty of the Solomons) was signed. It is deemed a Hallowed Land by the Imperial Faith and has been turned into a Worship World. Pilgrims make the voyage to it all the time and few are allowed into the planet's core chambers where David's body rests.
- Liberty of St. James: Originally known as just St. James, this planet is where the Reclamation Crusades were ended via Executive Order from sitting Empress, Summa Imperatrix Judah the 27th. The Starguard yielded and signed a treaty with House Wellington.
- Economic Stability: The health of a planet's economy plays a pivotal role in shaping its currency's exchange rate. A planet blessed with a stable economy characterized by low inflation and robust growth typically wields a stronger currency.
- Political Stability: The political climate and adherence to the rule of law exert a profound influence on investor confidence, consequently impacting exchange rates. Political turbulence can lead to a depreciation of a planet's currency.
- Interest Rates: Divergent interest rates between planets exert a significant pull on capital flows and, by extension, exchange rates. Higher interest rates may allure foreign capital, fortifying the currency.
- Supply and Demand: Like any other commodity, currency value dances to the tunes of supply and demand. Increased demand for a planet's exports can cause its currency to appreciate.
- Inflation: A planet grappling with high inflation may witness a gradual erosion of its currency's value relative to others, causing depreciation.
- Speculation: Traders and investors engage in speculation about currency movements, resulting in short-term fluctuations in exchange rates.
- Government Interventions: Planetary governments, in concert with organizations like the DEW, might intervene in currency markets to stabilize or manipulate exchange rates to suit their economic goals.
- Balance of Trade: The trade balance, the contrast between exports and imports, can exert substantial influence. A surplus in trade (more exports) can bolster the currency, while a deficit (more imports) can weaken it.
- Natural Resources: The presence of valuable natural resources on a planet significantly shapes the currency's value. Abundant resources, such as rare minerals, can boost demand for exports and consequently strengthen the currency.
- Geopolitical Events: Major geopolitical occurrences, including conflicts, alliances, or trade agreements, can wield sudden and considerable sway over exchange rates.
- Market Sentiment: Public perception and sentiment regarding a planet's economic and political stability can exert an outsized impact on exchange rates, particularly in speculative markets.
- Technological Advancements: Advances in technology and scientific discoveries can attract investment, influencing a planet's currency strength.
- Environmental Factors: Environmental events, encompassing natural disasters and climate-related challenges, can perturb a planet's economy and currency valuation.
- Cybersecurity: The realm of currency exchange is not impervious to the digital realm. Cyberattacks or disruptions to a planet's digital infrastructure can precipitate fluctuations in currency values.
- Authority and Scope: Imperial Banks hold the highest position within the financial ecosystem, with direct oversight by the DEW or a similar central authority. They wield unparalleled influence and authority in the IoM's financial landscape.
- Currency Issuance: These banks shoulder the vital responsibility of upholding the integrity and stability of the IoM's currency, ensuring it remains a bedrock of trust within the Imperium.
- Interplanetary Transactions: Imperial Banks manage the monumental interplanetary transactions that underpin the IoM's economic activities. They act as the primary financial intermediaries for the execution of the DEW's economic policies and large-scale trade agreements between planets.
- Deposit Guarantees: Perhaps their most significant role lies in offering the highest level of deposit guarantees. In the unfortunate event of a bank crash, Imperial Banks ensures that all deposited funds are fully safeguarded, providing depositors with an unwavering sense of financial security.
- Regulation and Oversight: Imperial Banks are subject to rigorous regulation and meticulous oversight by the DEW. This stringent scrutiny is designed to preserve financial stability and enforce adherence to the IoM's economic policies, assuring the utmost reliability.
- Regional Presence: Federal Banks operate within specific regions or sectors of the Imperium. While they receive charters and regulations from the DEW, their authority is more localized.
- Currency Conversion: These institutions excel at currency conversion services, facilitating the seamless exchange of native currencies for ∐ Hosar and vice versa within their designated regions.
- Commercial Banking: Federal Banks engage in commercial banking activities, offering loans and account management services to local businesses and individuals within their specified jurisdictions.
- Partial Deposit Guarantees: Unlike Imperial Banks, Federal Banks extend deposit guarantees, but the level of coverage may not be complete. The exact extent of coverage can vary based on the region or sector of operation.
- Ownership Restrictions: To prevent concentrated financial power, no single megacorporation can operate more than one Federal Bank within a star system.
- Community-Based: Local Banks operate on a community-centric model, catering to the specific needs of local populations and businesses within their respective planets.
- Native Currency Services: These banks specialize in native currency services, encompassing issuance, safekeeping, and exchange of native currencies unique to their planet or moon.
- Retail Banking: Local Banks primarily provide retail banking services to their local residents, including savings and checking accounts, small loans, and mortgages.
- Limited Deposit Guarantees: While they do offer deposit guarantees, Local Banks may not cover the entirety of deposited funds. A portion of the responsibility may fall upon the local government to ensure depositor protection.
- Cultural Variation: Local Banks often incorporate cultural elements and practices specific to each planet or moon, distinguishing them from the more standardized Imperial and Federal Banks. This approach reflects the rich diversity within the Imperium.
Taxes
- Purpose: The Federal Tax's primary aim is to provide essential funding for initiatives that benefit the entire Imperium. These include projects related to space exploration, research, the maintenance of interplanetary transportation networks, and the administration of the DEW. It also plays a pivotal role in financing the Imperium's defense, ensuring the safety and security of all member planets.
- Rate and Collection: The tax rate for the Federal Tax is not fixed; instead, it varies depending on the economic capacity and needs of each individual planet. The Federal Government directly collects this tax from the planetary governments, pooling the funds at the central level for distribution in line with the Imperium's overarching priorities.
- Purpose: The Imperial Tax's primary purpose is to provide financial backing to the Royal House of the Imperium. It aids in the execution of diplomatic relations, hosting cultural events, preserving historical sites, and funding the ceremonial aspects of the Imperium's governance. Additionally, it can serve as a contingency fund for unexpected challenges.
- Rate and Collection: The Imperial Tax is typically calculated as a fixed percentage of a planet's economic output or generated wealth. It is collected by Imperial representatives stationed on each planet, ensuring a direct and steady flow of resources to the Royal House.
- Purpose: The Faith Tax's primary purpose is to finance the activities of the official Church of the Imperium. These activities encompass religious education, the provision of social services, missionary work, and the construction and maintenance of religious buildings. Furthermore, it funds charitable endeavors both within the Imperium and in outreach to other civilizations.
- Rate and Collection: The Faith Tax rate is typically calculated as a percentage of an individual's income or wealth. The collection is overseen by the Church's representatives on each planet, who ensure that citizens fulfill their religious obligations.
- Variation Based on Faith Presence: One notable feature of the Faith Tax is that it varies based on the level of Faith presence on each planet. High levels of Faith result in reduced Faith Tax burdens for the planet, acknowledging and rewarding strong adherence to the Faith within its population.
- The Intergalactic Senate
- The Council of Delegates
- The Chamber of the Great Houses
- The General Assembly
The Legislative body on a Local (Planet-based), State (Star System-based), Federal (Galaxy-based), or Imperial (Universal) level will differ greatly depending on the influence of the IoM. Planets within the Imperium will only have a Local Government if their entire star system is not a part of the Imperium. Star systems will only have a State Government if most of, if not all of, their systems in their galaxy are a part of the Imperium, granting them representation within the Delegate Council. This is typically countered with Sectors, which are regions of a galaxy where several star systems that are a part of the Imperium exist. In this way, Sectors can gain Semi-Federal government recognition from the IoM but will not have a seat in the Senate. When an entire Galaxy is a part of the IoM, they are a Federal Governing body granted a Seat in the Intergalactic Senate.
- Local Magistrate Courts: Local Magistrate Courts are judicial bodies established at the planetary or local level within the IoM. They are responsible for adjudicating cases involving civil disputes, criminal offenses, and local regulations. These courts serve as the first level of the judicial system, ensuring justice within individual planets or localities.
- State Superior Courts: Star System Superior Courts are higher-level judicial entities operating within the IoM, specifically designed to handle cases that extend beyond the jurisdiction of local courts but remain within the boundaries of a star system. These courts preside over more serious criminal offenses, major civil disputes, and cases involving interplanetary matters.
- Galactic Circuit Courts: Galactic Circuit Courts are federal-level judicial institutions within the IoM, with jurisdiction extending across multiple star systems within a galaxy. These courts are tasked with resolving disputes between star systems, handling major criminal offenses, and adjudicating cases with significant implications for the entire galaxy.
- Imperial Supreme Court: The Imperial Supreme Court is the apex judicial body in the IoM, holding universal jurisdiction. It is responsible for interpreting and applying imperial law, adjudicating constitutional matters, resolving conflicts between galaxies, and ensuring the alignment of all laws with the imperial constitution. The Imperial Supreme Court serves as the final authority on legal matters within the interstellar government.
- Imperial Constitutional Court: The Imperial Constitutional Court is a specialized judicial institution within the IoM, exclusively focused on matters related to the interpretation and application of the imperial constitution. It ensures that all laws, including those at the local, state, and federal levels, comply with the fundamental principles outlined in the imperial constitution.
- Imperial Administrative Court: The Imperial Administrative Court is a specialized judicial body responsible for adjudicating cases involving challenges to decisions made by imperial departments. This court ensures that the actions and decisions of governmental bodies comply with established laws and regulations, promoting accountability and fairness in administrative processes.
- Imperial Heraldry Court: The Imperial Heraldry Court is a unique judicial institution within the IoM, specifically dealing with matters related to the recognition and status of noble Houses. This court ensures fairness and transparency in the recognition process, handling disputes and legal issues concerning the noble Houses' rights, privileges, and responsibilities.
