Ophelia IX
The ninth planet in the Ophelia System, Ophelia IX is an ice giant and is mined by Aethermin prospectors for minerals. The wealth to be earned from mining the outer planets of the Ophelia System is less than that available on Ophelia III and so the Hydro League of Ophelia VIII is poorer than the Lithic League. The prospectors of the "Ice Belt" (as mining on and around Ophelia IX is known) scratch out a precarious existence on the fringes of the system, mostly trading ammonia (for fuel production) and water (for consumption) with the Hydro League, who take these raw materials and sell them on at a profit to spaceships transiting to and from the Ophelia System. Ophelia IX lacks large-scale docking facilities which can accept starcruisers and the prospectors of the Ice Belt lack the wealth and organization to build them.
The Hydro League has a vested interest in keeping the prospectors poor and divided, although their nature as mostly rebels, exiles, adventurers and other malcontents makes this easy. The Ice Belt is a wild and rambunctious place, with tough characters striking it rich one day and losing that fortune to liquor, gambling, or alluring hussies the next.
