The first council of the high tower marks the beginning of a new chapter for the mortal races. Without the aid of the high spirits they are now left to govern themselves.
The council of the high tower is a council formed of all the seven mortal races sworn to lead the mortals after the departure of the high spirits. Each race has a number of seven representatives.
This new order of things was such a change to the way of things that a new count of years was started the "reckoning of ages".
During the firs council in year 1 there was great confusion among the representatives as no one really knew what to do now they were on their own. It took multiple days for them to settle the first rules ad several more months until a working system of the council slowly emerged. In the following years a city quickly began to grow around the high tower
