Chang People's Liberation Front

The Chang People's Liberation front is a Stelsoc insurgent group, and rebellious political entity fighting against the government of Chang-Er. They have been operating continuously for over a century. However, the movement has grown significantly and have established a rival government, and started to gain serious territory within the past few decades. In recent years they have started to have come to the point that the CPLF has become a party to an proxy war between their main benefactors in the MuDAP, and the State of Pariah backing their enemies.

Structure

The Chang People's Liberaation Front has grown significant in recent years, and now incorporates both civilian and paramilitary elements. The civilian system consists of a provisional, scaled down, version of the Chang-Er government, including a provisional Diet, executive branch, judicial system, and modest state bureaucracy that run the daily affairs of CPLF held territory, and the paramilitary element consists of a diverse array of professional and semiprofessional units, insurgent cells.  

Civil Organization

  The Civil organization of the CPLF can be broken down into three main branches. The Provisional Government, the CPLF Aid Corps, and the CPLF Civil Service. Though initially severely limited in scope, and severely underdeveloped, the CPLF's poltiical and civil wings have expanded significantly as the CPLF has gained momentum and control over to the planet to the point where it is now a legitimate rival government to the ruling state of the planet.  
The Provisional Government
  The CPLF Provisional Government is, technically speaking, the oldest branch of the CPLF's civil wing, having been organized as a vanguard party at the group's inception. Initially just a small cadre of more intellectual leaders within the CPLF guerilla movement, the Provisional government has steadily expanded. It now consists of a Diet, the Office of General Secretary, and subordinate government ministries, and a travelling Judiciary. The CPLF's provisional government is in practice a Vanguardist one, with the Chang Worker's Party serving as the primary party, and a handful of satellite parties also allowed to participate in elections. Elections are held once every five years, and serve as the primary time to argue and debate the positions and policies of the CWP. The current General Secrety is Huang Juanhai, who is currently serving her third term.  
The Civil Service
  The CPLF Civil Service is the bureaucratic organization that carries out the will of the of the provisional government and provides all of the functionary elements necessary in CPLF held territory. The organization of the civil service is relatively small, only operating under areas firmly under CPLF control, and remains relatively underdeveloped due to a lack of personnel. However, it is signfiicantly more expansive than it was previously, and is now capable of providing services in areas that they could not previously.  
The CPLF Aid Corps
  Serving as one part outreach program, one part legitimate political party, the CPLF Aid Corps is responsible for spreading the message of the organization to areas that are not under its control. The Aid Corps provides what aid it can to citizens trapped in conflict zones, produces and spreads CPLF propaganda, and provides support for sympathetic legal parties in the government such as the Social Democratic Party of Chang-Er. In effect, the CPLF aid corps sets the stage for bringing new lands under CPLF control by bringing the people into line with CPLF values. It is perhaps most famous for the soup kitchens it establishes in conflict zones that serve the purposes of feeding deseperate people while educating them in Stelsoc values.  

The Paramilitary Organization

  The Paramilitary Wing of the CPLF is the fighting force representing the organization's interests. Though nominally all under the same command, in practice the CPLF finds centralized control over all of its paramilitary assets difficult to maintain at times, particularly with individual insurgent cells operating behind government lines. Nonetheless, the CPLF roughly organizes its paramilitary units into three groups. Veterans, Militia, and Insurgents.  
Veterans
  A small cadre of troops often directly subordinated to the central command, or given command of important theaters of battle themselves, the veteran troops of the CPLF are survivors of years, sometimes decades of fighting the government. Veterans are well organized, and well equipped, being given the bulk of whatever aid comes in from the Nova Luanda Pact, including advanced equipment normally unavailable on Chang-Er. Veterans are used sparingly, deployed only on critical operations where their skill and reliability in battle are deemed necessary for victory.  
Militia
  Forming the bulk of the "regular" forces of the organization, CPLF militia are defectors from the militia and planetary guard of the central government. Usually this comes as a drip feed of individulals, though sometimes entire units defect to the CPLF, especially as its power grows. CPLF militia typically take with them whatever equipment they had at the time of their defection. Though less advanced than Nova Luanda Pact aid, this equipment remains some of the better kit available in the Chang-Er System. Militia units are often the primary driving force of major offensives and defensives taken out by the organization.  
Insurgents
  A motly collective irregular force, CPLF insurgents operate in government controlled territory to disrupt the operations of the government, assassinating key officials, destroying infrastructure, and ambushing rear echelon government units. These cells operate mostly independently however, and aside from a few loyal field commanders, maintaining discipline is a challenge. Insurgents are typically armed with whatever they can get their hands on, from captured government stock, to improvised firearms, to bombs and grenade slings. They have a knack for using improvised explosives however, which are utilized to great effect to disrupt and destroy.

Public Agenda

The Chang People's Liberation Front's primary aim is the overthrow of the Chang government, and its replacement with a Stellar Socialist, Stelsoc state. To this effect the CPLF has effectively become a rival government to the ruling planetary government. It seeks to gain legitimacy by serving the people using the mass line, through the use of propaganda, and through the undermining of the ruling government via political and military means.

Assets

The CPLF maintains a broad and diverse array of assets. The civil government posseses a fair amount of infrastructure it inherited from the government or from corporations as its hold on the planet has increased. This includes agricultural equipment, grain processing facilities, rails and rolling stock, and a handful of small spaceports. These allow the CPLF to maintain routine operations and economic activity in territories under his control. The CPLF's paramilitary wing's assets are however, significantly more motley, as the CPLF has failed to capture any of the main weapon production facilities, and scarce few machinists capable of producing firearms, they can produce relatively limited equipment on their own. Instead they rely primarily on captured stocks, stolen goods, and military aid from their allies. This has resulted in a hodgepodge of equipment. A handful of key units can expect to be equipped with advanced chemical firearms, cloth armor, and more rarely gauss weapons and combat armor, militias must instead rely on captured battle rifles, and service rifles and whatever armor they can capture or scavenge, insurgents are armed with whatever they can get. Disposable plasma launchers are more commonly distributed however, and make up the best equipment routinely available. The CPLF doesn't maintain many military vehicles, relying on beasts of burden, and civilian transport even for its military opertions. Though it does have access to plentiful civilian vehicles, primarily of use in agriculture.

History

The CPLF got its start in as the Long Night slowly began to abate. When the Galactic Surveyor's Guild placed three Jumpgate lanes within Chang space, the system became incredibly important at an astropolitical level. The State of Pariah was quick to establish a limited control over the region, leaning on the planetary government to ensure their allegiance. The Democratic Republic of Yuanjing nearly threatened to invade as a result, however some quick diplomatic thinking ensured the neutrality of the world, a compromise which everyone was disatisfied with. While the Parians began to lobby the planetary government for increased influence and control. The Yuan sought ought friendly dissidents. They supported friendly intellectual institutions, and within a few years, Stelsoc became a major ideology in academic institutions. A group of students joined together to create the Chang Worker's Party. Though initially tolerated by the government, it the CWP was eventually forced underground by a government crackdown. Without any path to legitimacy, the CWP reorganized itself, openly rebelling against the state. The CPLF was born.   For several years the CPLF struggled to gain any traction, lacking a significant military force to operate with, it was difficult to combat the government directly. However, as the various members of the organization gained experience, they started to become more effective. Though they struggled to combat the government directly still, they did manage to find areas abandoned by the companies which had been influential on the planet. The provisional capital of the CPLF was secretly established at Luzhou, and from there the CPLF grew quickly. With a base of power, the CPLF could gather more people and more resources together, and it was here that the first support from outside came in. Within a few years, the CPLF gained enough power to support a fighting force capable of fighting against the government. Several offensives were launched against the government forces in this period, and though many would fail, the rapidity of CPLF action saw it slowly start to gain ground against the government. Over the course of several decades, the CPLF moved from a small movement to one that was reasonably capable of contesting for control over the planet. Within the past two, this progress was recognized by the Nova Luanda Pact, and aid from Yuanjing began to flow in, greatly increasing the capability of the CPLF to operate.   In recent years, the CPLF has become a serious rival to the government, taking control over as much as a third of the planet. As a result it has faced increasing challenges. Despite the increased aid of the Nova Luanda Pact, it now struggles against a government reinforced by the State of Pariah, which now has an increased interest in ensuring that the government, now increasingly dependent on their aid, wins the conflict. As a result their progress has slowed, and it is feared that Pariah may fully intervene to crush the Front. Therefore, the CPLF has turned to the Yuan people, as well as the Cincastrella Confederacy in the hopes that they will too intervene if Pariah makes open war against them.
