Alliance of Worlds

The Alliance of Worlds, seated in the Radiant Citadel, is the interstellar transnational organization that coordinates and moderates relations between the civilizations of the known universe. Its primary body is the Grand Council, composed of hundreds of representatives from worlds across the cosmos, which is responsible for establishing policy for international relations and universal ethics. It is headed by an-assembly-elected prime minister. The Alliance of Worlds has five major components: the Grand, Security, Justice, Welfare, and Research Councils, as well as the Citadel High Council which oversees the city itself.

Grand Council

The Grand Council of Worlds is the primary legislative and deliberative body of the organization, composed of one ambassador from each member of the pact who represents the interests of their world's people at large. At present there are more than two hundred members of the council, which is why it is necessary that sessions are moderated by the prime minister. The Grand Council is divided into committees which draft policy for review by the appropriate subcouncil, and after review the assembly at large votes to approve or veto the policy.

Security Council

The Security Council is composed of twelve individuals who do not partake in the Grand Council; all are members of the Citadel University who are highly educated in tactics, diplomacy, and ethics. These councilors review security-related policy drafted by the Grand Council, and convene with the Justice Council to arbitrate on cases of international conflict. The Security Council is also responsible for dispatching and directing the Alliance Fleet to enforce policy in cases of suspected violation; or, rarely, in defense of the Citadel or other member worlds against outside aggressors.

Justice Council

The Justice Council is composed of nine independent judiciary ministers, vetted and elected by the assembly from candidates nominated by the Citadel University, as well as their supporting staff. All must be well versed in law and ethics, particularly the legal and ethical standards to which the Alliance of Worlds adheres. The staff of the Justice Council are charged with investigating violations of Council law. The Justice and Security Councils work together to arbitrate cases of international conflict among Council member worlds, and may request a dispatch of the Fleet to investigate matters of legal interest.

Welfare Council

The Welfare Council is composed of nine community leaders, elected by the assembly in very much the same way as the Justice Council, who review policy related to social welfare and sapient rights that has been drafted by the Grand Council. The Welfare Council also convenes with the Justice Council to arbitrate on cases where member nations have violated these policies, and has the authority to dispatch and direct the Alliance Fleet to investigate and enforce suspected welfare violations and, more prominently, render aid to victims of disaster.

Research Council

The Research Council is composed of the academic department heads and dean of the Citadel University, who review relevant policy drafted by the Grand Council and, more importantly, propose research projects of interest to the Grand Council for funding approval. They are authorized to direct the scientific division of the Alliance Fleet in research subjects and procedure.

Alliance Fleet

The Alliance Fleet is a somewhat patchwork armada of battle-worthy spacecraft contributed by Alliance members, crewed by fine spacers from across Known Space. Its center of operations is the Radiant Citadel, and answers to four of the councils in order of strict priority: Security, Justice, Welfare, and Research. The Fleet mostly conducts deep space expeditions, encompassing the directives of exploration, peacekeeping, and diplomacy.
