With a couple days before the council meeting, Zelem and Morrigan did some light research before Morrigan's first council meeting. In an effort to learn more about the Sea Princes, Zelem began reading "Trouble on the High Seas" and found it an interesting tale of a privateers experience of the war.
Finally the day came, and in the evening Morrigan made her way to the Council Hall. As interim member in place of Eda Oweland, she would be heading up the evenings council proceedings. A gnome named Perrick Digsby introduced himself and explained that he would be providing some details and information for Morrigan.
After introductions were over, it was Morrigan's job to read through and summarize the various news from around the region and provide the intel to the council. The church of Muir would no longer be able to afford the temple they wished to build after the robbery, and the land would go up for auction. The Sirens Revenge led by Elva (a member of the guard) would be refurbished soon and be able to patrol on behalf of the city. The merchant Eloi Merribell of the Kelp Scraper has been condemned by the admiralty for association with the Sea Princes
The last major piece of information was that Lady Evelane Delafont had denounced her neighboring baron and invaded his land. Morrigan chose to tell the information in her favor rather than in Phillip Hanovers favor. What would come of this was unknown, but a border dispute was now happening among the barons.
With the last bit news, the motions were brought up. Anders held up his end of the bargain and proposed the separation of guard captain and council, much to Eliander Fireborns displeasure. Later Morrigan successfully nominated Etmund to the position, securing control over the guard. Eliander proposed hiring the Waymarch cavalry to deal with the new threats, but was shot down. He also proposed a parade for the company of the Scarlet Phoenix (an adventuring group) and was successful.
The last major motion was by Manistrad Copperlocks who proposed expanding the towns borders up near the cemetery and selling the plots for development. Morrigan countered, saying instead to devote money to improving the housing in the poor district near crabbers cove. After some deliberation, Manistrad countered with an offer to do both, and Morrigan had a hard time fighting against it. After the vote, it was passed and both would be enacted. Yacksa watched with anger as she was not invited up, and Morrigan began to do the conclusions. With the session over, the council members sat down for a quick drink, but Eliander Fireborn refused to join as he was a bit upset over the events.
Before the council retired, a member of the guard came busting with grave news. Morrigan was rushed to her home where it seemed her mother was slain! A bit of evidence lie nearby, but was unable to point towards who exactly was the cause. Eliander offered Morrigan protection, while he had been betrayed by the new council member it seemed he was far more concerned by the recent events.
With the night over and Morrigan now the matriarch of the Oweland family, an emergency council meeting was called and Saltmarsh was on edge over the death of its most beloved council woman.
