At the very base, the villages are led by a Nán—a lesser noble whose role is to manage local affairs and maintain order at the grassroots level. Supporting this structure, the village warriors known as the Ch-Shìbīng are responsible for the immediate defense and security of these communities.
Rising above the villages, minor cities fall under the control of a Zǐ. This noble holds jurisdiction over more urbanized centers and is backed by the Ro-Shìbīng, a military force that enforces order and safeguards the interests of these towns. The Zǐ ensures that the norms and directives of higher authority are observed while addressing local issues.
At the heart of the province lies the capital, governed by the Bó. The Bó is chosen every second year from among the seven leaders of the lesser noble-houses within the city, with the selection being made by the provincial ruler, the Gōngjué. In the capital, the Bó's authority is reinforced by the presence of the Samurai, a well-trained military force tasked with maintaining order and executing the policies set forth in the provincial center.
At the apex of the hierarchy is the Gōngjué, the ultimate ruler of the province. The Gōngjué’s leadership is supported by the Shogun, the military elite who ensure that the strategic direction and security of the province are maintained.
