The Chancellor
The Chancellor is elected from within the The Assembly of Masters and serves as the city’s chief decision-maker, holding the responsibility for enacting policies, delegating projects, and managing crises. With authority to allocate resources, expel members of the Assembly if necessary, and direct the city’s responses to major issues, the Chancellor wields considerable power. Their position, however, is tempered by strict regulations: the Chancellor’s term lasts ten years, and no one may serve more than five terms in their lifetime. This rotation ensures that the office remains dynamic and that power does not stagnate.
While the Chancellor holds substantial authority, they are subject to removal by a two-thirds vote of the Assembly, a process that safeguards against abuse of power. The Chancellor must carefully balance the interests of the assembly , theThe Council of Luminaries, and the city’s citizens, all while responding decisively in times of need. This leadership position is one of honor and scrutiny, and few have held it without making significant contributions to their city’s legacy. In Nicandria’s capital, the Grand Chancellor serves as the nation's highest authority, with a position that extends beyond the scope of the Chancellors in individual cities. Unlike the Chancellors, whose influence is restricted to their respective cities, the Grand Chancellor holds the power to oversee and, in certain cases, guide decisions across all Nicandrian city councils, including those made by other Chancellor. The Grand Chancellor is chosen from among the most seasoned and respected members of the capital’s The Assembly of Masters. In addition to leading the capital’s council, the Grand Chancellor has the authority to mediate disputes between cities, establish national policies, and resolve situations of conflicting interests across different city councils. When needed, the Grand Chancellor may also override decisions made within a city’s council if they are deemed to contradict national interests or jeopardize Nicandria’s security. The Grand Chancellor holds office for a term of fifteen years and, unlike Chancellors, may only serve up to three terms. While they maintain a leadership role within the capital’s The Assembly of Masters, the Grand Chancellor also bears the responsibility of protecting the principles of meritocracy and equity across Nicandria. As a result, they must constantly balance the unique needs of each city with the overarching goals of the nation.
