Once a citizen of The Rad Farm, Liam found it especially difficult to climb the social ladder due to his 'young' age. Pre-war titans dominated every aspect of life and those that got in their way suffered fates arguably worse than death by his standards. More of a thinker than a fighter, he took to the archives and discarded computer files for inspiration on how to change his fate. When he stumbled on an article from 2072 about the five-year anniversaries of both Robco and Nuka Cola, he knew he had something special.

All context pointed to a secret underground project that would revolutionize both industries although most details were fuzzy. Selling just about everything he owned, Liam booked passage west and began trying to recruit mercenaries and laborers to help him realize his dream of striking it big. Using Hostel Crossing as a base of operations, he found limited success as he was hopelessly underfunded and inexperienced. Finally having to promise shares of the final score, he set off north-west on a group of 'Pack Rats' that could survive the harsh regional conditions.

Upon finding the self-stocking vending machines and untouched pre-war structures underground, Liam quickly seized the opportunity to build. Worried about the Syndicate finding out about his success and wanting to take it for their own, Liam made a secret deal with The Master's Bastards to protect his borders from any of the larger factions. Allowing the followers of Unity a place to preach and escape the dangers of the wastes, Nuka City itself has become a safe haven for humans and mutants alike.
