The Galactic Confederacy

The universe in which the Galactic Confederacy provides an organisational framework across the stars is a stable realm, only very rarely accessable to the Discontinuum. The Galactic Confederacy itself, is an alliance of many intelligent species which has existed for long ages. Nominally controlled by a series of different dominant cultures, humanity happens to be the latest at the time of the story of the Galactic Tourists.
