The Galactic Confederacy

The Galactic Confederacy is the highest form of interstellar government in the realm which takes the same name. The Confederacy is an ancient institution which sets the terms of laws, taxes and financial governance across the vast majority of known interstellar civilisations and species. Whilst much of the day to day bureaucracy and the specifics of regional customs are devolved to local powers, the Confederacy exercises full authority over interactions between the varied cultures it includes.
The Confederacy is united by the common values embodied in its laws and by the use of the GalCon and GalCon B languages. It is usually controlled by one dominant species at any given time, yet it has managed to last longer than the life time of several of these civilisations, maintaining a continuity of organisation across time by facilitating a peaceful transfer of power between the so called "ascendent" races, ambitious to assume authority and the "descendent" races whose cultural and economic influence is waning.
At the time of the story of the Galactic Tourists, humans are the dominant species and the capital is on Earth.
