Alta-Tsey

The Alta-Tsey is the ruling council of the Galactic Confederacy, made up of twenty seven representitives from all the leading cultures in the galaxy. Each of the twenty one Sapient Interstellar Species has at least one representitive. The remaining six places on the council are allocated to the most influential cultures. Humanity claims two of these and the other four are assigned to the deltans, epsilon, iotans and lambda. Every member of the Alta-Tsey carries a traditional Orb which is a symbol of their office. In the story of the Galactic Tourists, the nu tourist Zaralova-Justa is a member of the Alta-Tsey, making her the most high ranking of that group of extremely wealthy and powerful individuals.
Alta-Tsey meetings in periodic Conclaves at the current capital (presently this is Earth) determine the high level policies of the Confederacy. In the image at the head of the article, we see one of the council chambers that was used in ages past by the Alta-Tsey, during the era when Huunos was the capital of the Galactic Confederacy.
