You never know where they are gonna come from. It might be from under the ship, swimming from your bow or who knows what. The important thing to remember is that they are like some kind of pirate fish people. And pirates can't be reasoned with.

I was lucky once and I witnessed the majesty of the Tanga Rakau. Hundreds of ships, of all sizes floating together like a kingdom of wood. They flew by us like we were just a smidge on their sails. Impressive and scary.

After reaching adulthood, Isheran live comfortably for about 40 to 50 years before a serious decline in their physical and mental skills begins. This stage can be prolonged, depending on the subject's physical condition, nutriment and other factors.

Social Structure

Most of the Isheran live on their floating kingdom, Tanga Rakau. Tanga Rakau is rules by Nui Ika, the wisest and noblest among them. Each ship in Tanga Rakau, has its own captain, Reoka, which serves as the lawmaker and governor of the people who live on that ship. The captain's word is law and can be superseded only by Nui Ika.
When a young Isheran comes of age, he or she is given a choice. Stay with them or go out in the world. If they choose the latter, they are given 1 year to explore and learn things. If within one year they don't return they are considered Partak and won't be accepted back.

Major Organizations

Besides the Tanga Rakau, there are two more Isheran fleets:
The Ravagers. This fleet, consists of tens of ships and moves around the Steel Islands mostly. These Isheran have been Patak all their life, with little regard for any laws, human or Isheran. They live as pirates and are dreaded by all the ships and sailors in the area.
Voss's Corsairs. A smaller fleet, this one consists also of Patak. But this fleet has chosen to continue helping the other races fighting. The fleet sails around Lasiress, providing logistical and naval support to Briandone in their fight against the Nak'Hish.

Gender Ideals

Isheran are largely patriarchal. The males are hunting for fish, repairing the ships and doing combat when needed. The women are expected to raise, teach and help the children.

Courtship Ideals

Courtship in Isheran culture is initiated only by the males. When the time comes and the female declares herself available, the male who will perform the greatest deed will woe her and win her affection. The Isheran mate for life.

Common Dress Code

The Isheran due to the unique nature of their bodies don't wear helmets or chest pieces. Usually their attire consists of a pair of pants, suitable for sea travel and nothing else. The female ones wear chest pieces when in the presence of other races, for modesty as they have learned other races don't divulge in such practices

History

The Isheran come from Neptyr. They were created by Wea due to her fondness of water. When Ashionis asked for help, Wea allowed her children to choose if they wanted to go and fight. But she warned them that they wouldn't be welcomed back if they did. A number of them chose to go and fight alongside the Aellirians. After the end of the war, they were allowed to stay by Nathan Whytelaw, who gave them resources and personnel to built a fleet with which they can travel the vast seas of Aell.   Thus the Tanga Rakau was created. A floating kingdom that roams the seas of Aell, rarely touching base with land or other kingdoms. Little is known about the Isheran, as the ones who choose to become Partak don't divulge much information.

Interspecies Relations and Assumptions

Isheran, outside of Tanga Rakau get along with most races. Exceptions are the Nak'Hish and the Rasul, due to their aversion to water.

Adapted being fully submerged underwater. Allows for seeing in dim light within 10 steps as if it were bright light, and in darkness as if it were dim light. Can’t discern color in darkness, only shades of gray.

Are able to breath underwater for an unlimited amount of time  
Slippery
Bodies naturally secrete a slippery oil to facilitate swimming. This secretion also makes it easy to slip out of restraints and holds. When making a Dexterity (Acrobatics) check to escape from bindings or a grapple, add twice the proficiency bonus, instead of any proficiency bonus normally applied.  
Aquatic Hunger
Must spend at least a period of 8 hours fully submerged in water every 5 days. If not, for every 5 days that pass one level of exhaustion is added.
