Origin and Founder Settlement

Phorbaceus Imperia existed long before the arrival of their current rulers, the Imperial Founders, and was in fact inhabited by a different sentient race of toad-like humanoids called the Bufons for several millennia. The Bufons called their world Bufo, and while fairly primitive and not capable of space travel or advanced machinery they carved out a comfortable life living off the land and in small villages and towns dotted across the world's more temperate and comfortable regions. They lives a simple and peaceful life with little conflict until the Founders arrived.   The Imperial Founders, though at the time they were just regular Founders, the Imperial part would come later, arrived on Bufo around Founder's Era Galactic Calendar Year of 142. They were initially a part of the flood of Founders into the Delta Space with the goal of mapping the newly found region, though this particular group of Founders soon grew tired of that goal and decided they wished to settle down. Spotting Bufo, they realized the planet was practically a paradise for them, with temperate weather, plenty of resources, and located in a calm sector of space. During their initial settlement, they were unaware of the original inhabitants and quickly established several settlements across the world.   As time went on the new Imperial Founder society would grow, and slowly interact with the Bufons, their interactions were peaceful at first but the Imperial Founders would very quickly outgrow them and overpopulated the Bufons. Within a few hundred years the goals of the Imperials would shift from settling down to vast expansion, first taking over a firm grasp of the planet and all of its resources, including the Bufons which they began to view as an easily subjugated workforce. To this day the Bufons work as such, building and repairing Imperial cities and stations on the planet. They are treated as second-class citizens and have little to no rights on their native planet.   During this initial time of expansion and growth on the planet, the Imperial Founders would officially rename the planet, and their new capital city Phorbaceus Imperia. Named after a poetic but long-forgotten story from their original homeworld.   Over the next several hundred years, the Imperial Founders would become more and more aggressive, expanding from Phorbaceus Imperia and beginning to inhabit and control nearby worlds and sectors. Within a thousand or so years they had formed an impressive military force, including vast numbers of space-faring ships ready for war at any moment and an enormous territory that included hundreds of planets and peoples. They reformed their government as a military lead stratocracy and formed the Imperial Council of Planets to officially govern over their rapidly expanding territory.   Now, they are the largest and most feared Territorial Governance in all of the Delta Space, and they continue to push at their neighbour's borders seeking further expansion and conquest. Using justifications of peace and order as reasons behind their aggressive and militaristic ways. And their seat of power is symbolically stationed on Phorbaceus Imperia, the site of their first victory and the origins of their reformed strength.

The Imperial Council of Planets

They are one of the largest Territorial Governances which rule over a large expanse of space, most of which they have taken by force. It is also the territory in which Phorbaceus Imperia resides. The Council is very militaristic and has the largest army in the Delta Space. They are completely comfortable working with MegaCorpos and do so often as long as it benefits them. They are one of the few governments that have dared to push their territory right to the boundaries of where Unknown Space begins. They take up a large portion of the upper middle, central and eastern parts of the map.   The Imperial Council of Planets is a specialized political Oligarchy (rule of few) called a Stratocracy, a military lead government whose officials are military chiefs that run every arm of the political structure. This style of government was chosen to allow for quick and decisive action with little to no debate in the way, as those with real power are few in this system. And the Council is always keen to make quick movements towards expansion and order within their already claimed areas.   The government is led by a council of six leaders, who each control a segment of the government, which in turn is led by an "elected" Imperial Emperor who acts as Chief of Command and Grand Admiral of the entire army and government. The Imperial Emperor has indefinite rule and decision-making abilities and is only subject to the voices and opinions of the other six council members. The emperor can only be disposed of under a few select circumstances. One is if all six council members rule to do so, which is very rare. Another is if the Emperor voluntarily abdicates their throne willingly, which is exceedingly rare. And the last option is if the emperor were to die.   The title of Imperial Emperor is very sought after but very dangerous and internal coups often occur to attempt to overthrow the seated emperor. Imperial Emperors often don’t sit on the throne for very long, despite there being no official term limit, and the citizens of the territory have no say in who is in the seat.   The current Emperor is one of the longest sitting ever, due to his and his council's success. He is in his tenth year of rule. The Imperial Council of Planets likes the idea of a continued empirical feel to their reign. This is why they continue to call their governance and the governing body the Imperial Council of Planets. Even though the planets that are found within their territory are often not represented in the top structure of their political system.  

Why is Phorbaceus Imperia Important?

The Imperial Council of Planets officially rules from a seat of power established in the city of Phorbaceus Imperia, which the planet also shares the same name. The building of which is of significant cultural importance as it lies in the exact location in which the original Founder's landed on the planet thousands of years ago.   They believe that this landing site signifies a great leap in their culture, in fact, they believe that it signifies their rebirth as Imperial Founders and their realization of their grand responsibility to govern all of the Delta Space. As such, they hold this spot as almost holy to them, a place in which their rule is unshakeable and iron-willed.   It is believed that if the city of Phorbaceus Imperia were to fall that the entire Imperial Founder race and the Imperial Council of Planets would quickly follow suit. It is unknown where this superstition began, but its origins are rumoured to lie in long-lost stories of myth from their original homeworld which they left and forgot long ago.
Summary
Phorbaceus Imperia is the name of the adopted home planet and capital settlement of the Imperial Founders and their political body called the Imperial Council of Planets. It is one of the oldest settlements founded after the arrival of the original cartographers in the Delta Space in roughly the Founder's Era Galactic Calendar Year of 142.   It is currently used as the seat of power for the Imperial Council of Planets, which is one of the largest and most aggressive Territorial Governances in the Delta Space. Phorbaceus Imperia itself is a beautiful world of green and red valleys and expansive deep oceans, though it struggles to support its adopted citizens, and its native inhabitants, as they continue to grow and expand, having to rely more and more on important off-world supplies and goods.   Well before the Imperial Founders arrived at Phorbaceus Imperia, the planet, originally called Bufo, was inhabited by a different sentient species, a collection of toad-like humanoids called Bufons. Sadly the Bufons have long been forced off their native land and pushed into a role of servitude under the Imperials.

The Bufons
The Imperial Founders were not the original inhabitants of their chosen home, in fact, another species called Bufons, a toad-like species, had lived there long before them. However, they did not possess any space-faring technology and were comparable primitive when compared to the strong-willed and technologically advanced Imperials.   The pushing out of the native species was not done intentionally but the Imperials did not put any sort of effort into communication with them either. They simply moved in and took over. Creating resource scarcities and pushing them off whatever land they wished to have.   After many years the native population dwindled and those that remained resigned themselves to working under the Imperials as a cheap labour force, only so that they may survive. To this day they work as such, building and repairing Imperial cities and stations on the planet. They are treated as second-class citizens and have little to no rights on their native planet.
Imperial Founders
When they arrived in the Delta Space over three thousand years ago, they were simply Founders, a human-like species that averaged 160 lbs and 5'7" in height with varying melatonin levels.   However, after several hundred years the Imperial Founders began to suddenly and rapidly change, they became more aggressive and turned their minds to expansion and conquering nearby territory amassing a greater and greater hold over the northern stretch of the Delta Space. Their appearance and physiology began to change as well.   Their skin darkened to a maroon-like shade, their eyes became pupilless and dark, their minds became sharper and keener, and their bodies became more muscular and durable. Nobody is certain how this change occurred so rapidly, having been completed over a few short generations. Though many believe intentional genetic modification was occurring, spurred on by the newly formed Imperial Council, and injected into an unknowing population.
