Letter of Delve and Ilroor

The Letter of Delve and Ilroor was a proposed contract that Ozgarath the Indulgent and the earlier Delve corporation president Amin Griff agreed to over a century ago. It outlines the manner and methods of trade between them.
The following provisions are made within the letter
The Delve Corporation agrees to:

• sell Vertin Dust to Ozgarath the Indulgent exclusively
• maintain and operate the lift between the the two towns along the great shaft

Ozgarath Agrees to:

• send criminals to the Delve to act as a labor force (slaves) a minimum of 20 per year
• send foodstuffs weekly, including at least a case of Malquot Wine, three barrels of Malquot ale and a small barrel of Malquot Whisky.
• Defend against intrusion along the great shaft

While not part of the letter both sides maintain an agent in each other's town. While the Delve representative lives always in Ilroor Maror the job of staying in Ver'Del is typically rotated through by a series of agents from Ozgarath.
Over time several informal conditions have been tacitly added to the agreement, they include.

• No subversion of the other's domain
• No buying Vertin Dust on the black market
• No allowing the sale of Vertin Dust to occur at any volume other than minimal amounts 
• And the most recent agreement: Don't aid this involved in a slave rebellion.
