Haisan Golden State

The Haisan Golden State is a powerful kingdom ruled by a council of Exarchs and Ministers appointed by the Vox Organum. The Haisan Golden State is known for its strong military, rich cultural heritage, and glittering wealth. The Octani Faith, which reveres the Eight as divine beings, holds a prominent place in Haisan society, with its teachings influencing many aspects of daily life. Structure


The Glorius Rule of the Golden State of Haisan

  At the top of the government structure is the Vox Principalis, the highest-ranking member of the Octan faith. The Vox Principalis is believed to be the voice of the gods, and their word is law. They have complete authority over the entire government and are responsible for appointing all other officials in the government.   Below the Vox Principalis are the Grand Exarchs, who are responsible for coordinating efforts and practices between many Exarchies in geo-political regions called Grand Exarchies. Typically, a Grand Exarchy will encompass up to a dozen Exarchies. The Grand Exarchs are appointed by the Vox Principalis.   Next in the hierarchy are the Exarchs, who are responsible for coordinating efforts and practices between many temples in geographical locations called Exarchies. An Exarchy may or may not align with political boundaries, and are determined by the Vox Organus. Exarchs are appointed by the Vox Principalis or Grand Exarchs.

The Vox Principalis

This individual serves as the final voice in any dispute about tenets or articles of faith, as well as law and governance in the Golden State of Haisan. They are chosen by the Vox Organum whenever a previous Principalis dies or becomes too weak in mind or body to serve the gods' will. The Vox Principalis wields significant political power among the Haisan.  

The Vox Organum

The highest spiritual authority in Haisan, responsible for overseeing the Octani faith and its various orders and sects. The Vox Organum is made up exclusively of Gran Exarchs, including the Vox Principalis who acts as the head of the council, and Exarchs, who oversee various regions of Haisan.  

The Artisan Dynasties

The artisan dynasties of the Haisan Golden State are powerful family networks that dominate the craft and trade industries of the region. Each dynasty is a complex web of family ties and alliances that spans generations, with some tracing their roots back to the earliest days of Haisan's history. They are made up of skilled craftsmen and women who pass down their knowledge and techniques from one generation to the next, preserving and refining the traditional arts and crafts of the region.   Each dynasty is headed by a patriarch or matriarch who acts as the leader and decision-maker for the family. This position is often inherited by the eldest child, but it is not uncommon for it to be passed down to a younger child or even an outsider who has proven themselves worthy. The artisan dynasties are fiercely competitive, and rivalries between them can run deep and last for generations.   Members of the artisan dynasties often hold important positions in the local government and are heavily involved in the cultural and social life of Haisan. They are respected and revered for their skills and expertise, and their influence extends beyond the craft and trade industries to the broader society. The artisan dynasties have shaped the culture and economy of Haisan for centuries and continue to play a vital role in its development and prosperity. While not a proper ruling body, they make up a powerful force within the State and members of the Councils (see below) are often drawn from their ranks.  

The Greater Council

 

The Council of Patrons

The Council of Patrons is a governing body composed of the most influential and wealthy patrons of the Haisan Golden State. These patrons are typically members of the artisan dynasties, but some may also be wealthy merchants or landowners who have gained significant political influence through their economic power.   The Council serves as an advisory body to the Vox Principalis, offering counsel and guidance on matters of governance and policy. They also act as representatives of the various artisan dynasties and their interests, working to ensure that their families and businesses are adequately represented in the governance of the state.   The Council is headed by a Chairperson who is elected by the members of the Council. This position is held for a term of five years, after which a new Chairperson is elected. The Chairperson is responsible for overseeing the meetings of the Council and ensuring that the interests of all members are heard and considered in the decision-making process.   Overall, the Council of Patrons plays a critical role in the governance of the Haisan Golden State, providing a voice for the interests of the powerful artisan dynasties and helping to shape the policies and direction of the state.  

The Council of Ministers

This is a council of government officials who are responsible for overseeing the day-to-day operations of the state. They are appointed by the Vox Principalis and serve at their pleasure. It consists of the most powerful and influential members of the artisan dynasties, who are appointed to their positions by the Council of Patrons. The Council of Ministers is responsible for making decisions on matters of state, such as trade policies, foreign relations, and the administration of justice. The council is made up of five ministers, each responsible for a specific area of government. The Minister of Trade oversees the import and export of goods, the Minister of Foreign Affairs is responsible for maintaining relationships with other nations, the Minister of Justice administers the courts and ensures the rule of law, the Minister of Agriculture oversees the farming and distribution of crops, and the Minister of Education is responsible for the training and education of the population.   The council meets regularly to discuss matters of state and to make decisions on behalf of the Haisan Golden State. They are responsible for ensuring the prosperity and stability of the realm, and for upholding the values and traditions of the artisan dynasties. The council is led by the Prime Minister, who is appointed by the Council of Patrons and is responsible for overseeing the day-to-day operations of the government.  

The Lesser Councils

This council consists of representatives from the different artisan dynasties, selected by the leading members of their respective dynasties. The purpose of this council would be to ensure that the concerns and interests of the artisans are being heard and addressed, while also contributing to the overall governance of the state.   The lesser council has a variety of responsibilities, depending on the needs of the government at the time. They may be responsible for overseeing specific projects, managing public works programs, or ensuring the equitable distribution of resources throughout the state. The members of the lesser council would be expected to work closely with the council of ministers and the Vox to ensure that the goals of the government are being met and that the needs of the people are being addressed.    The Lesser Councils are appointed and assembled at the need of the Greater Council members.

Culture

The culture of Haisan Golden State is a rich blend of religious and artistic traditions, shaped by the region's theocratic governance and artisan families. Religion plays a central role in the daily lives of the Haisan people, with the worship of the Octan as the cornerstone of their faith. Religion

Additionally, those who openly express dissent against the state or its policies may face persecution or punishment under the law.   Currently, the faith within the Haisan Golden State has several schisms, and while they are not fully-fledged organizations in their own right, they are philosophical and political differences that tend to draw lines between members of organziations.  

"The Art Divide"

Some members of the Vox Organum and Greater Council view magic as a natural and necessary aspect of their religious practices, as they believe that the Eight have granted them the power to wield magic. They  also see magic as a tool for healing, divination, and protection, and therefore consider it an important part of their religious and cultural identity. On the other hand, there are members of the Faith who view magic as a corrupting and dangerous force that should be avoided at all costs. They my argue that the use of magic can lead to moral decay and the loss of faith in the Eight, and therefore should not be a part of the Octani Faith's practices.   This schism has lead to debates and conflicts within the Octani Faith over the role and use of magic, with different factions advocating for or against its acceptance.  

"The Copper Schism"

There is a schism that has arisen within the Vox Organum and Greater Council regarding the interpretation of the Octani teachings on social justice and the distribution of wealth. Some members believe that the wealthy should be obligated to give more to the poor, while others argue that the accumulation of wealth is a sign of divine favor and should not be interfered with. This disagreement has yet to lead to a division within the faith, but different factions within the Organum have emerged based on their beliefs about the role of wealth and social justice in their religious practices. This debate has begun to emerge in the larger societal dialogue as well.

Laws

In the Golden State of Haisan, laws are created and enforced by the government, specifically by the legislative body and the Vox. However, there are some exceptions for those who are able to gain favor or influence with the government, particularly those who belong to the powerful artisan dynasties.   Overall, the law is seen as an important tool for maintaining order and stability in Haisan society, and strict adherence to the law is expected of all citizens. The punishment for breaking the law in the Haisan Golden State varies depending on the severity of the crime committed. Precious Metals
