Constance Narene stared at the robed Human. She tried to hide it, but it was in her shaky footsteps, and trembling hands, she was nervous.They couldn't take that away, could they?

She took it, one step at a time, literally. The clapping behind her was tapering off, at least from the general crowd. There were still a series of cheers and whoops and clapping. Nervous laughter followed before the clapping renewed in a manner she never expected. But, at least, she was standing before the tall human.
He pulled, from his robes a metal plaque. it had her name on it, her tail rose to pick it up. The Judge passed it over, putting a hand on her shoulder and shaking her hand. "I've read a lot about you. Full marks in the field tests. Full marks for investigation. I was impressed I would be proud to have you back at the city to do your work here with me." Surprised, "Back?" "Of course, talented Grand Auditors never stay in the city. Someone some day soon, will make you an offer."

Purpose
The purpose is to show the most intelligent, sophisticated and business minded people in the Black Thorne. It is a means to separate the weak from the strong when it comes to:

Document Structure
Publication Status
The document must be shown to all who ask for it. As the document is large, there is an alternative. A diamond pendant which is especially engraved with the name and a portrait of the owner.
Legal status
This is a legal document, it's jurisdiction ranging over an entire country. It gives a Grand Auditor access to command, a policing force, a military force, mostly for defensive purposes.
Historical Details
History
Though there are twelve Sages. Their need for control outweighed even their intelligence. So as a means to accommodate they created the judges to enforce law. But still the gap was too large with too few judges, who could not be corrupted. And so a middle group was produced. A group which only has Sages and Judges above them.
Public Reaction
There's genuine fear and respect towards them as they're truly some of the most powerful people in the country. But that power doesn't come without risk. The ability to fight is vital, as assassination is a very natural part of the lives. No one wants an auditor looking at them, but are proud of having one around them.
Legacy
The Legacy is that of saviours, a life of truth and honesty that kept them all together. That conflicts have been cut short early, territories kept. Though some have judged it as a stifling manoeuvre by the powerful to subvert change.
Term
It lasts until the death of the holder.
