The Colonial Councils are made up of British, German, and French holdings across Earth. Colonial Councils on Earth have less voting power in Commonwealth than the other councils.

It's important to remember that colonial holdings were kept stable, and saw little in terms of uprisings. These colonial areas, such as Africa, India, and the East Indies are much more developed and in generally better condition than our own world. These colonial holdings are absolute powerhouses of business, and have countless corporations invested in them.
