Primary Signator

The Primary Signator is an additional position held by an appointed member of the Insignia Council. While this doesn't typically denote much, under some situations (including most emergencies and divisive votes), the Primary is the deciding vote. They are, in essence, the leader of the Council. This position passes from Insignium to insignium, depending on who the council believes to be the most capable member.
Another situation in which the Primary is useful is when contacting the outside races, when a single authority might be needed to deal with them.
