Externalists

The Externalists do not exist in the public eye. They don't even technically exist in the eyes of the Insignia Council because to recognize them would be to admit that there are people who question the status quo.
Not as extreme as the people involved in the Sundering, since they don't think terraforming is the answer. But they do believe that humans need to spread out more on the planet, to get rid of old, restrictive ways of thinking that hold them back as a society and keep them from growing. They see the limits of Tholaren Dome, of the limitations of the system of Orphan Scions and Equivalents. They want more for their lives, and for the lives of their children.
The credo of the group is to find a way to persuade the Insignia Council to expand or leave the dome. In the past, attempts have been made to do this, and the results are obvious. The ends of those prior organizations are unclear. Some might have seen to their own ends, while others would have been quelled by the powers that be due to the assumption that their path would end in a violent uprising. History makes it very unclear as to how accurate this assumption is.
The organization has no official name, other than the term traditionally used for people with these opinions. At present, they are a rather loose collection of individuals who have carefully begun to coalesce as a group.
Unfortunately, the only way some of them see to that path is by destroying what currently exists, to lead to a brand new start.

Structure

The organization is very loose in terms of structure. They have a leader, because someone had to draw this disparate individuals together, but that's about as far as it goes.
