Dwarven Chieftain

The monarch of the country of Norheimsk is known as the Dwarven Chieftain and holds absolute power over the country. This person is responsible for all military, inland and abroad affairs.

Qualifications

In order to be bestowed the title of Dwarven Chieftain, the candidate needs to fill the following requirements to be eligible:
  • The candidate needs to be a Dwarf.
  • The candidate needs to represent one of the five most prominent Clans.
  • Each Clan gets one vote which they can use on the candidate of their choosing. 
  • The candidate who received the most votes will be elected Chieftain
  • A Chieftain remains in office for 10 years and can be reelected two times.
In the event that a Chieftain is unfit for rule, any clan has the right to bring forth a challenger to duel the Chieftain in a clash of life and death. If he wins this duel, he will be the new Chieftain.

Requirements

As mentioned prior, the become Chieftain, one needs to be from the Dwarven Race and represent one of the five most prominent Clans. Who these Clans are, changes over time depending on their wealth. The Commerce Guild would often push their bias on these Clans, funneling wealth into the Clan of their preference to make sure they will be able to send forth a candidate.

Appointment

The Chieftain is elected through an election in which every Clan gets to vote for one of the five candidates. After the Chieftain has been elected, there will be a grand celebration in the central square of Hing, around the Dragon Statue of Norheimsk.

Duties

The Chieftain is responsible for all military, inland and abroad affairs. This means he gets to write and approve laws, send military expeditions, engage in diplomatics, manage emergency services within the country and handling anything that has to do with justice.  Trade and industry are handled by the Commerce Guild and Mining Guild respectively.

Benefits

The main benefit of being the Dwarven Chieftain is that you have full control over the country of Norheimsk.

Accoutrements & Equipment

The Dwarven Chieftain will be granted the following equipment:
  • Crown
  • Scepter
  • Battle Axe
  • Paletot

Grounds for Removal/Dismissal

When the Chieftain is considered to be unfit to rule, any Clan can bring forth a challenger to challenge the Chieftain in a head to head duel to the death. If the challenger wins, he will be considered the new Chieftain.

History

During the ancient times of the First Era, there had always been a Chieftain like figure leading the Dwarves, but this person would never truly be elected, rather the most successful and omnipresent Dwarf would fill this role. When Norheimsk was founded, the current Chieftain along with the most prominent Clans introduced the election and challenge system that is currently in place.

Cultural Significance

The introduction of a semi-democratic system to elect their leaders was seen as a cultural milestone for Dwarvenkind. Since their power as a monarch can not be denied, the leaders from the other countries and The Crimson Empire recognise the Chieftain as the leader of the country of Norheimsk.
