Dzinma Dziskyon (da-zin-ma da-zis-key-on)

Dziskyons are the elected executive councils which oversee and administer the work the member detshons in-between Assemblies, within the rules of their Dam Yiggan (covenant or charter). Each Dziskyon is left with a governing mandate from the previous Assembly, and straying too far from those mandates is often the cause of an Emergency Convocation. A Dziskyon’s charge is to administer and maintain, not create new laws or rules outside of their mandate. Because of this, they serve as ultimate arbitrators of disputes within the Khyim, and providing direction to the bureaucracy necessary to see that the khyim’s goals are achieved.   Members of the Dziskyon are elected every two years by the last Assembly. Individual members are known simply as a Dzisky (da-zis-key, council leader), and the number of members is always odd. Dzinma Khyim maintains the largest Dziskyon, having more member detshons than any other dziskyon.  

The Assembly and Census in Dzinma Khyim

An Assembly is the most powerful ruling body in any given Khyim. In Dzinma, they occur every two years, and coincide with the zhalgrang (census). Every member detshon has an obligation to participate in the census, because membership numbers are what accord each detshon voting power at the Assembly. Delegate counts for each Assembly are set by membership numbers from the previous census and represent only the number of delegates a detshon may send. Actual voting power is determined by the current census, which could result in some delegates being able to cast more or less votes, depending on the outcomes. In almost every case, this results in a delegate having weighted voting power - either their individual vote is worth more than 1, or less than 1. It is rare that a delegate’s voting power remains 1:1, just due to natural fluctuations in detshon membership over two years.   Participating in the Census is a requirement of most Dam Yiggans, and involves Detshons collecting individual grigchas from members. These grigchas are small tokens, registered with a khyim's mdzod (library or archive). In Dzinma, the initial registry of most grigchas occur under Yig Nyar Mdzods, despite Bramze concerns. To address Bramze Detshon's concerns, Dzinma's grigcha records are secondarily stored more locally under Shes Rig Mdzods which is more directly under Bramze control. The grigchas always incorporates the Tuquet’s name, status, and association with a detshon. Should anybody challenge a grigchas count, a Bramze is charged with seeking out and verifying identities.   In Dzinma, like other dziskyons, concerns about Bramze Detshon's unseen power is countered by artificially limited representation in both the Assembly and the Dzinma Dziskyon. That being said, the Bramze Detshon is presently accorded guaranteed slots and representation in Dzinma's Assembly and Dziskyon. Dzinma Dziskyon   The Dzinma Dam Yiggan (covenant or charter) maintains the rule of law for Dzinma Khyim. Dzinma's Assembly is the only organization in the Khyim which can update and amend the Dzinma Dam Yiggan. It is both a historical document and a living one, representing the collective history of decisions made by a Khyim’s Assembly. A current Dam Yiggan is compiled at the conclusion of the Assembly, and made available to all Tuquet in Dzinma. In those instances where somebody moves to, or visits Dzinma Khyim, they are provided a copy of the Dzinma Dam Yiggan so that they are aware of the Khyim’s applicable laws, dziskyon members, and registered detshons.   Due to the nature of Assemblies, they can take weeks to conclude. Each detshon or doganpa at the Assembly may bring forward business for the body to debate and decide on. The agenda is set at the beginning of the meeting, with later additions requiring a majority vote. In Dzinma, the Assembly and most dziskyon meetings are held at the Iteba Dzin. Iteba Dzin is a massive structure that sits at the top of Dzinma Khyim, housing both the Bramze Detshon, with passageways that lead throughout Dzinma, as paths leading to the peaks of the Caras Masif where the Lagpa Doanpa, a legendary military monastery.

History

A Return to Terra Rynn

  The faewyld was shaken by the Sundering, and every gnau living there felt the ripples. It had been millenia since what had become the Tuquet had so much as stepped foot in Terra Rynn, nearly double that in the strange time of the Faewild. Tuquet society had become unique and complex. They had developed three khyims, lost one, but their two surviving hubs had become bustling centers of activity. Both Dagba and Gyurba Khyim were starting to see a new illness spreading among their people, called morbo gaudium - the laughing disease. The priests, medical practitioners, and other researchers in society were at a loss of what to do.   Around 927 Age of Empire, the Laskhungs Expeditions began connecting with the Zameen to explore Terra Rynn. Zameen reported that the world was experiencing chaos among Terra Rynn's civilizations, with groups vying for territory. It was an explosive time in Rynn, but ripe for the Tuquet to make a quiet re-entry. There were some forgotten regions in the mountains, and the Tuquet found several key areas in the Jigirasasa Mountains and plateau regions. The first, and still greatest, of the Tuquet settlements in Terra Rynn was Dzinma. As more gnau poured out of the faewyld, Dzinma's limited resources were quickly overwhelmed, and nearby Attarapana was established. Gyurba Khyim became unstable as a massive wave of morbo gaudium spread through the hub, and two other settlements - Lhechu and Urudura - were settled within the first 60 years. This heightened the need to retreat from the faewyld, and Dzinma quickly became a landing point for most Tuquet.   Over the next 200 years, while other mortal societies in Terra Rynn struggled, fighting both within and forces without, the Tuquet quietly began to expand a new home they called Dzinma Khyim. Though not a canyon like the Aralusi, the Jigirasasa mountains gave the Tuquet a familiar terrain to work in. They brought bacalapis into Terra Rynn and worked to help it flourish. Within the mightiest peak of the Caras region, they hollowed out a new home, first establishing Laskhungs Doganpa housing Bramzes, some early residents, and an early extension of Lagpa Doganpa - the ancient protectors of the Dgaba Khyim, freshly established in Dzinma. Spokes formed at Attarapana, Lhecho Spur, and the Urudura Pass, with the Zameen helping the Tuquet find passages in Terra Duhr to each.   The Attarapana Plateau was particularly important given the fertile land created by the Attarapana River which provided the Tuquet with stable land to grow, highlands for protection, and an ancient monument for research. Lhecho Spur was founded primarily as a mining spoke, and as rich veins of ore were found blacksmiths and artificers soon began to gather there as well. Urudua, 10 days travel by Terra Rynn, mere hours by Terra Duhr, became a center of trade and diplomatic capital. It’s location is particularly interesting, given that it served as a passageway between Svainese, Escabalan, and eventually Maibusi travelers. Markets under the Great Gates of Urudura are still used for common ground negotiations between these people, and given that it does not sit far from the Nyasha Bay in the west, it has also served as a receiving point for some dignitaries for the Tuquet.   Over the course of the centuries, legends spread among the Escabla and early Svainese of the fae-born Tuquet in the mountains. Their presence was considered legend, as few were able to travel far enough into the mountains to actually meet them. Human civilizations had begun to stabilize, the Halflings had become isolationists, and the Escabala hid in their shame to repair the damage their origins had wrought. The Tuquet flourished in secret. New spokes spawned along the Jigarasasa Mountains. Eventually Dgaba Khym was fully abandoned except for skeleton crews of researchers, skilled guards, bramzes, and miners. Dgaba Khyim became a cultural, religious relic to which many Tuquet go on pilgrimages to visit, with Dzinma as their new home.  

Early Days of Dzinma Khyim

  As the final Tuquet trickled into the great halls under the Caras Massif, the Tuquet expanded their new hub with architectural inspiration. The people living there already had come to call their new home Dzinma Khyim. Dznima Khyim transformed within a few hundred years from a fledgling cavern to a multi-leveled, bustling Tuquet metropolis. The caverns light up as if by the sun during the day   In every new spoke, the bramzes established themselves and, just like in the Faewild, they were the quiet power and binding points of the Tuquet. Their primary home in Dzinma, Laskhungs Doganpa, serves as an administrative center with many temples, archives of knowledge, and crowded housing structures. Pillars were carved from the stone created dense, vertical habitats. At the center of the khyim, the crown jewel of the Tuquet was built - Nyimai Khor (sun stone). This massive artifact was built just outside of the Laskhungs Doganpa, and from it comes all of the light which fills the entirety of Dzinma. Though Dzinma was built out onto a single story at first, the Nyiami Khor was still in its early years a massive structure. Alchemical masters from Kyinus Pa Detshon worked to breed special bacalapis vines, which grow from the artifact, glowing with the same radiance and at the same times. This merging of alchemical theory and articificing prowess came from a strong relationship between the Kyinus Pa and Rtsonba Detshons. They are still are largely responsible for maintaining the Nyiami Khor, and thus keeping all of Dzinma lit even in the modern era.  

Dzinma Khyim Stabilizes

  With large waves of Tuquet coming migrating to Terra Rynn, made ever more necessary with the spreading morbo gaudium, housing everybody in Dzinma Khyim was an impossibility. The rigpa klongs of Attarapana, Lhechu, and Urudura made growth of the khyim easier to manage, but pressure to make their new home more like their old never ceased. Bramzes, long experienced in managing centralized populations in Dgaba, found their information networks strained, and communities of Tuquet despairing. Bragdo Detshon worked night and day carving Dzinma's halls, but slowly the great pillars now common to all levels of the great khyim began to take shape. In their tradition of work, and mutual aid, almost every skilled detshon participated in the early building the Dzinma, turning what could have been a disastrous landing in Terra Rynn into a sustainable colony relatively quickly. Within 50 years, most Tuquet in Terra Rynn were able to live comfortable within Dzinma, leaving other settlements much more sparsely populated.   As Dzinma settled, the old comforts and routines of the Tuquet quickly found themselves at work. There was much work to do, and the Assembly, Dziskyon, Detshons, and Doganpas of the early Dzinma Khyim coordinated work in earnest. New mining, artificing, and alchemical experiments rang through their cavern home. The population quickly boomed, and newborns suffering from the mordo gaudium began to decline. The Bramzes built relationships, helped coordinate new explorations of the mountains, and kept information flowing through Dzinma. The Tuquet found their footing, and began to flourish. The original level of Dzinma became known as Le'u Ste, the first chapter. Bramzes began working with farming detshons, miners, and artificers to begin building a new lower level for waste and farming. Establishing internal farming was a standard the Bramzes were unwilling to surrender, and the Assembly agreed - having greater control over growing conditions, and fewer exposures to the unknowns of Terra Rynn's external world was the best path forward for Dzinma.  

The First Restorers

    Though Dzinma was stabilizing, an unexpected population boom that happened during the early days of the return strained food resources. Rigpa Klong Attarapana, largely abandoned when most Tuquet insisted on returning to Dzinma Khyim proper, stymied food growth. The development of Mkho Sprod (farming) district within Dzinma was only freshly underway. Less than 100 years into the return to Terra Rynn, the first unrest among the Tuquet for centuries began to rise. Bramzes, unable to control rising anger and hunger, called upon Lagpa Doganpa to defend the dziskyon. Never before had Lagpa Doganpa ever operated as a police force, much less fended off hordes of their fellow Tuquet. Leaders from Lagpa Doganpa resisted, some declaring outright that they would not stand against their fellow Tuquet. Dismayed, but out of options, the 67th Assembly was overrun, and an impromptu, direct-democracy Assembly was held instead. Called the Dbyen (dissent) Assembly, accounts indicate that Laskhungs Doganpa was complete chaos. Groups of Tuquet formed delegations of largely unrelated people, passing resolutions forward to the center of Laskhungs Doganpa, where they were debated in the Assembly Hall.   Nobody is quite clear on what happened, except that some Tuquet, tired and frustrated after days of waiting with no resolution to issues of food shortages, began to fight. The Bramzes, already straining to keep the Dbyen Assembly functioning, were not equipped to handle the violence sweeping the crowd. Fighting near the Nyiami Khor broke out, and before anybody could stop it, a group of fighting Tuquet somehow damaged the great artifact. Darkness reigned in Dzinma until finally a tsholbapa from Rtsonba Detshon was able to resolve the issue, bringing light back to the khyim.   After a few weeks of investigating, a group of Tuquet were brought up before the Dbyen Assembly. These individuals were identified as agitators, people who caused fights, incited violence, or in general had caused problems instead of working towards a common good among their fellow Tuquet. Unsure what to do about them, but following traditions of restitution, the Dbyen Assembly passed judgment - those Tuquet who were known to have caused violence, damaged the khor, or in general precipitated discontent during the the troubling times, would work off their debts to the fellow Tuquet by going to Rigpa Klong Attarapana, and growing food. Parsor Detshon was birthed from this decision, and created a detshon structure through which reform, restitution, and restitution could be completed by Tuquet who caused more trouble than average. Though not an immediate solution to their problems, Parsor Detshon set roots in Attarapana. With no prisons to speak of, Parsor quickly became a home for Tuquet not welcomed within the halls of the Khyim hub. Attarapana, and other rigpa klongs, became their princpal destination.

Demography and Population

Dzinma Dziskyon's last census reported 327,429 members represented by 327 different detshons and doganpas.  

Notable Member Detshons

Detshons serve as centers of organizing work within a khyim. While technically a dziskyon is an administrative body divorced from geographic locations, the reality is that most detshons would prefer centralized lines of coordination within the regions they operate within. This means that generally it is in the best interest of detshons to see to it that the dziskyons they are operating under are operating efficiently, and with relative unity. Opposing dziskyons are thus rare in Tuquet history, the first in many centuries recently resulting in Iho splitting off into their own khyim and related dziskyon. Their own memberships often cross khyim borders, allowing them to have voices and votes in different dziskyons.
  • Bramze Detshon (coordination, logistics, religion, information): is the bureaucratic and priestly detshon involved deeply in the culture, logistics, religion, and coordination of Tuquet society. Their influence is present in every dsiskyon.
  • Bragdo Detshon (mining): is a massive mining detshon, with claims to history going back to the Fae Wilds. Their influence is present in every khyim.
  • Byangbars Detshon (education): the largest detshon dedicated to educating Tuquet. Their methods are traditional, and date back to just after the founding of Dzinma. Though their influence has waned somewhat in recent years, their deep connection with the Bramze Detshon means that a majority of Tuqueti across khyims are educated by Byangbar
  • Rtsonba Detshon (blacksmithing and artificing): a mid-sized detshon that has been growing in influence over the last century. By combining both blacksmithing and artificing, their masters aren’t only skilled with artificing script but also in the art of item construction. They have locations mostly in Dzinma, but have a small presence in Skabsyal and Iho.
  • Shel Detshon (alchemy): a relatively small but widely respected detshon that operates in the spokes of Dzinma Khyim. Though they have yet to move into the hub of the khyim, some consider it only a matter of time. About a century ago, they set up a location in the heart of Iho, where they have forged important ties with the Kyirnam Doganpa. They are also known to work with Bzolas Detshon in Iho to keep some things out of sight of the Bramzes.
  • Kyinus Pa Detshon (alchemy): one of the largest alchemical detshons, and a principal founder of Kyirnam Doganpa. Kyinus considers their history to be a continuity of Kyi Detshon, which was dissolved in the early years of Dzinma Khyim due to infighting.
  • Gso Pa Detshon (medicine): home of the best medical practitioners in Tuquet, with a presence in all three Khyims. Politically, this detshon is known as being shrewd in their decision making, and friendly in disposition. While there are other medical detshons that pop up from time to time, Gso Pa has a history of merging with them, creating a strongly established medical orthodoxy. Generally speaking, Gso Pa is considered practitioners of established practice, whereas the doganpa they helped found, Sman Khang Doganpa, is considered experimental and research-focused.
  • So Nam Detshon (farming): easily the largest detshon relating to agriculture and farming. This detshon exists in the sub levels of each of the khyim hubs. Some farming detshons have formed in history, and several small ones exist now, especially in Skabsyal where surface farming is more common.
  • Bzolas Detshon (information, coordination): a minor presence in Dzinma, Bzolas Detshon works to cut into the influence of the bramzes. Detshons or individual Tuquet looking for a discrete alternative to the bramzes make use of these groups, and Bzolas is one of the more widespread. While principally located in Iho, they have tendrils that reach into Dzinma and Skabsyal.
  • Mtshon Detshon (weapons, blacksmithing): is a mid-sized blacksmith detshon specializing in weapons. Most of their members live in Dzinma, but they also have workers in Skabsyal where they partner with newer mining operations alongside Bragdo Detshon. They work to remain mid-sized, maintaining extremely high standards and bouncing members to lower status in favor of more skilled weaponsmiths.
  • Rcheu Detshon (trade, mercantilism): dedicated to building trade relations within and without the Tuquet Conclaves. Their greatest concentration is in Skabsyal and Dzinma, though they have a key outpost in Iho to stay connected to advanced artificers.
  • Gseng Rol Detshon (entertainment): a catch-all detshon in which Tuqueti interested in the arts and entertainment often end up. Gseng Rol is most heavily concentrated in Dzinma, with a strong presence in Skabsyal.
  • Kunba Detshon (non-working): a catch-all Detshon that represents those Tuquet who are not engaged in active work. The size of Kunba varies over time, depending in large part on how big the non-working population of the Tuquet are. As a result, their influence in a Khyim’s assembly is also variable. Tuquet who are not active in a Detshon, either by will or long-term infirmity, are socially expected to register with Kunba. Failure to do so carries with it the weight of social isolation and suspicion.
  • Parsor Detshon (community service, restitution): where Tuqueti go when they are in the process repaying a debt to society or paying some kind of restitution. Having no long-term prison facilities, the Tuquet believe in a strong system of rehabilitation, and re-educating individuals who fall too far outside of social norms, or commit great crimes. Parsor does have representation at the Assembly, as all Tuquet have the right to be represented.
  • Skyobpar Phrul Detshon (magic, abjuration): a large detshon dedicated to defensive magics. This detshon has long worked to help build defenses around khyims, and actively maintain wards to prevent detection by scrying eyes.
 

Notable Member Doganpas

Doganpas (monasteries) are similar to Detshons in many ways, except that they are dedicated to the study, research, and development of a skill, trade or craft. According to the structure outlined in the Dam Yiggan, there are two kinds of doganpas: those sponsored by a single or group of detshons, and those created by the Assembly. The doganpas are an interesting space - they, like detshons, have representation at the Assembly, and Tuqueti adopt a doganpas name as their Tharig (first name). However their collective influence is often quite small, since the actual memberships of doganpas are often quite low compared to even mid-sized detshons. Doganpas established by Dzinma's Assembly has relationships, but no real presence outside of the Khyim. Some doganpas are established by detshons or detshons partnering together.
  • Lagpa Doganpa (military, Path of Hands): one of the most well known militarily-oriented doganpa. Founded before their return to Terra Rynn, monks from the Lagpa Doganpa are famously a part of the party that traveled with the Suskyba in her original contact with the Chhatrapat. This Doganpa has never been disbanded, and probably has one of the oldest traditions in the Conclaves.
  • Laskhungs Doganpa (Bramzes, administration): a doganpa dedicated to the fine art of effective bureaucracy. A beautiful building in the heart of Dzinma, it is a tall structure, spanning multiple floors. It is structurally built to appear as though it is holding up each floor it intersects with. It stands as a structure which reminds Tuquet in Dzinma. Laskhungs is written into the Dam Yiggan of Dizinma, and receives wide support from a majority of the detshons there and outside of the Khyim.
  • Mdarse Doganpa (military, ranged): an ancient military doganpa. Mdarse focuses on ranged combat, and are seen as a key military organization in the defense of the Khyims. While they are headquartered in Dizinma, all three khyims have people who work and train with Mdarse.
  • Granlug Doganpa (engineering, architecture, mathematics): works very closely with a number of detshons, often helping to engineer some of the greatest projects undertaken by the Tuquet. They designed both Laskhungs and Yig Nyar Mdzods. Their engineering is constantly used as khyims expand or grow, making sure such expansions do not result in an entire carven collapsing in on unsuspecting Tuqueti. They maintain locations in both Dzinma and Iho.
  • Phrul Khar Doganpa (magic): founded in collaboration with a number of magic-oriented Detshons - Rdzu Phrul (illusion), Sgai Phrul (conjuration), Gyur Phrul (divination), Cho Phrul (evocation), and Skyobpar Phrul being the largest. Other detshons that practice magic participate in this doganpa, the name of which refers to magic as a great wheel (literal translation being magic wheel). Much of Phrul Khar’s effort goes into research defenses, maintaining wards, and helping artificers to keep the magical clockwork of the Khyim running. Phrul Khar is in Dzinma.

Territories

The Dzinma Dziskyon administrates territory containing the entirety of the Dzinma Khyim. This includes the rigpa klongs of Attarapana, and Pyid, and a smattering of settlements around Gshamtsho (bottomless lake).

Military

Unlike most civilizations in Terra Rynn, the Tuquet do not maintain a standing military. Instead, a network of military-oriented doganpas work together to maintain various levels of security, and maintain vigilance over the khyim's territory. At least one of these doganpas predate the return to Terra Rynn, though most are nowhere near as ancient. Military doganpas are interesting in that no equivalent detshons exist, and they are generally formed by an Assembly.   Lagpa Doganpa (military, Path of Hands): one of the most well known militarily-oriented doganpa. The Dam Yiggan is the set of rules and laws which govern member detshons and doganpas. It generally covers:
  • Membership in detshons
  • Access to the Khyim
  • Jurisdiction of deciding disagreements between citizens
  • Methods of escalation over disagreements
  • Access to living space, food, and education
Within the Khyim, capital punishment is strictly forbidden. The Dam Yiggan outlines the process by which Tuquet are able to be exiled from the Khyim, and their rights to present their case before the Dziskyon.
