King’s Inspectors

Structure

There are thirty divisions of the organization - one for every Marus in the Satri Empire. Numerous positions make up the King’s Inspector. 
The Imperial Inspector runs the entire organization, appointed by the Munasimuna. He coordinates the empire’s enormous spy network. All information from the provinces flows to the Munasimuna first, informing the Imperial Eye and Ear. The minister advises the King of Kings on what subterfuge actions to undertake and provides his own input. Ultimately, the Munasimuna makes the final decisions.
Thirty Head Inspectors - one for each Marus - oversee affairs in their respective provinces. They are present at each vassal court, although the other members of the courts are unaware of their positions. Many assume other government or household roles, so the Murans never know who is relaying information to the central government.
Regional Inspectors are in charge of all Eyes and Ears in the rudimentary subdivisions of the Marusi. They gather all information gathered in their area and report to subsequent higher-ups.
City Inspectors, naturally, hold jurisdiction over the Eyes and Ears present in the city. Cities that are large enough, such as many provincial capitals, have Inspectors operating independently from their respective regions.
Eyes and Ears are the official names of the agents of the organizations. Numbering in the many hundreds, they are scattered throughout the empire. From its countless cities to areas of great strategic importance, the Eyes and Ears scour the locales for any information of interest to their superiors.

Assets

As information is valuable to the King of Kings, the organization’s agents are paid handsomely for their efforts. They are among the highest-paid imperial officials, mostly from bonuses after passing on useful information. The most valuable pieces of info - including evidence of treason - can fetch rewards up to half a talent of silver.
