Structure

Each Marus is ruled by a Muran, who is the chief administrator and judge of the Marus. The Muran is usually a member of a subject people and advised by a group of composed of ethnic Satri and some of his own people. These councils assist the Murani with the demands of ruling that aren't related to financial or judicial matters. The extent to which a Satri council aids their Muran varies from Marus to Marus.   Two distinct types of Marus exist. The first is one headed by a local ruler. The second, which includes recently conquered and/or rebellious areas, are more tightly controlled, usually ruled by a Satri noble sent by the central government along with a substantial military force, to govern until the province can be pacified and transitioned into a proper Marus. In both cases, the Munasimuna selects a Muran and is justified to remove him for any reason and choose another to assume the mantle. A Marun usually hails from either the former ruling families of kingdoms that willingly capitulated to Narsadas and his descendants or new blood supplanting the old. The latter happened in Suyama, Raxa, and Alayas.   In addition to civil duties, the Muran has the ceremonial responsibility of presenting his Marusi's annual tribute to the Munasimuna. A Master of Tribute, exclusively part of the imperial dynasty, inspects each offering to ensure the correct amount was delivered. A Muran lacks several powers, which are the traditional prerogatives of client kings used by previous empires. Roles are divided among the advising councils. A lead general is charged with defense and raising local levies. A legal officer aids the Muran in his extensive duties and oversees cases he judges unworthy of his superior's attention, alongside a small army of staff. Usually, the chief legal officer is a local person to ensure local laws and customs are respected. A treasurer oversees tax collection under the Muran's direction. A chief messenger is stationed in each Marus to receive and communicate the Munasimuna's commands and messages to his Murani. One adviser performs the enigmatic role of spymaster, to monitor the Muran and report any corrupt or treasonous behavior. The Muran does not know which among the council is this spymaster.   Each Muran keeps a court of his own, although obviously less extensive and complex as the Munasimuna's. Beyond the Satri-introduced model - which was influenced by the Barturi and Opani models - governance continues as it did before the Satri conquest. Courts exhibit different regional variations. In Erabaxa, for instance, the Muran travels like a nomad and lives in a tent per his peoples' traditions. Maraki cities on the empire's western edge are governed by tyrants, groups of oligarchs, or public assemblies.   A Marus contains one dominant ethnic group after which it is named in the Satri language. Customs are respected throughout the empire, and people are permitted to live unmolested, provided tribute continues to flow, and no rebellions appear. Unrest in a Marus are dealt with by the Muran and then by the central government should the problem escalate beyond local control. Although the Munasimuna exercises tolerance and generosity toward subject nations as a general rule, he does not hesitate to repress any challenge to his power ruthlessly.

The Marusi of the Satri Empire are as follows: Satra, Opana, Bartura, Sedfaya, Madrusai, Kavana, Hetmira, Alayas, Yanela, Bandara, Vastraga, Raxa, Natharus, Tusana, Duvatasa, Maruka Hadas, Maruka Anaka, Maruka Ebirus, Erabaxa Varka, Erabaxa Talazaka, Erabaxa Samaris, Payatara, Suyama, Zarbatax, Gunmara, Kusbara, Karamaza, Danus, Amagara, and Verutara.   Satra is the homeland of the Satri people, while the other provinces were conquered through a succession of various wars.
