The Punisher, The Lady of Empires

The courtroom stood for the judge as she entered, waiting to seat ourselves until she had done so. Tapping her mallet on the stone of her bench, she called the room to order, which didn't really seem necessary to me; we were all already waiting for her announcement. "After considering all the facts of the case, I have come to the conclusion upheld by the law," she announced, following procedure to the letter. "The defendant possessed compelling reasons to commit the crime of which he stands accused, it is true. The law cannot always account for unforeseen elements in society which may incite otherwise-upstanding citizens to acts of violence against their fellows." She paused, the entire court holding its breath. I could hear the question on everyone's mind: 'Is she about to show leniency?' Fools, I thought. You don't know this kingdom, if you hope for such a thing. The judge did not disappoint me. "However, this cannot be valid reason to break those laws, or the orderliness of society would begin to erode under the weight of everything that cannot be predicted," she said, and one could feel the room's mood drop. "The defendant knew what he was doing was a crime, even admits to forethought on the subject, and proceeded anyway. I find he is unequivocally guilty as charged and sentence him to three years of hard labor in the marble quarries. His properties and ownership rights shall be held by the city in the interim of his time served, and returned in full upon successful completion of his sentence, minus any profits gained by the period of the city's management. This court is now adjourned." As the room erupted into a variety of exclamations in one emotion or another, I nudged my partner. "Pay up," I told him. Grumbling, he fished a pair of silver pieces out of his pocket. "I don't know why I keep making wagers with you," he muttered.  
  The Lady of Empires is easily the second-most-active of the gods, although even she does not appear as often as the Bloodrose Raven. Bimseri embodies and upholds the concept of Law. In her mind, the ideal society is one that runs on rules. Citizens should know which way to travel on a street, how much taxes to pay on any given purchase, and which day of the week they are allowed to entreat their rulers directly on. Nations should have publicly-accessible archives of their laws, which should be kept current. Cities should seek to become empires, and empires should seek to expand, the better to bring more people under a single rule of law. Those who knowingly break a law should be punished appropriately and given a chance to reform. Those who unknowingly break a law should be punished for not knowing the laws of the area in which they operate.   Echelion obviously hosts the largest concentration of worshippers of Bimseri, but her followers seek to spread her faith in all congregations of mortals.

Holy Books & Codes

Every book of laws, every pamphlet of local ordinances, and each flyer announcing an official edict of a governmental authority figure are Bimseri's holy books. Her credo itself is simple, and she expects her followers(and others) to carry it out to the best of their ability (and if that isn't enough, so be it; they'll suffer the proper consequences).   With regard to specific writings, Bimseri does regularly inspire the writing of 'As It Should Be,' the holy manuscript from which her clerics learn the proper ways by which her miracles may be called into existence. Though sometimes written generations apart, each original copy is exactly identical, and copies made from them are carefully inscribed to be as near to perfectly the same as possible.
