The Moorehead Brothers
Despite their fearsome reputation, the twin tieflings called the Moorehead Brothers are actually a couple of meek wizards named Gerald and Tophor Tomlinson. Their fearsome reputation and demeanor are all an act; it is entirely a ruse. They have hired a pair of large, imposing lads to impersonate them in public, and use their magic to disguise themselves as those same tieflings at other times.
The Moorehead Brothers control the various gangs throughout all of Craysilt through various means, up to and including blackmail. They find intimidation so much easier when they have full control of the city's criminal underworld.

Culture
The culture amidst the siblings is very esoteric, and hush-hush. They use secret rituals and the various tools of secret societies to foster trust and unity within the group, and distrust of outsiders. Their members have a religious zeal about keeping the group's secrets, secret, believing themselves to be above any law the Kingdoms may have dreamt up.

Assets
Intel and compromising information on nearly everyone of importance in the city, up to and including the High King, Ascenscion Cotnor. Hidden vaults throughout the city, a wizard's tower in Northbay, several taverns and inns, a commercial lending bank, most of the commercial dockage in the city through variouos shell corporations, a gold mine in Eastern Craysilt, a timber company in Stilton Head, and many other investments and ventures.
