A fist-sized sapphire, set into a scarab setting of pure silver. It was created by the archmagus Shethizaar in the deeps of both time, and the Rhegev Desert. An eccentric who only grew more and more paranoid and unpredictable with age, Shethizaar eventually created this scrying stone to keep track of, and threaten his enemies from afar.
There are sixteen facets on the stone, and a different target can be scryed upon in each. Additionally, the Meteor Swarm spell can be cast upon one of the targets per day through the gem.
A Dispel Magic spell cast on the gemstone would cause it to explode for 10d6 points of force damage in a 15' radius, and 10d6 radiant damage in a 30' radius.
Much of the Mad King's essence went into the creation of this stone. Once attuned to it, one is able to scry upon up to sixteen targets at a time All one needs is a piece of the target's clothing, or hair, or other similar object associated with them. The device is also able to cast Meteor Swarm, once per day, on one of the targets, using the command "rain fire".
Shethizaar made a mold of the silver frame using wax, then buried that carefullu in sand. Once the molten silver was poured in, it melted the wax, and the silver flowed in to take its place. The blank was then removed, cooled, further shaped with files and rasps, and polished to a fine, gleeming shine.
This unique and dangerous weapon was created during the madness of Sultan Shetherizaar the Vile. He used it so many times that he wiped out his own kingdom, killing even himself in the process.
This device gave the mad king access to all of his enemies from the relative safety of his own tower, until his enemies figured out how he was doing it and used it against him.
